This bloody Derry. The Heran would receive nothing unless he was to grovel before the King; that was plain as day. He threw away his offer as though sparing the lives of East City was considering an insult. Who was he to toy with the lives of his citizens like that? To hear him so comfortably dismiss his offer made Fukushu wonder what kind of president Derry really was. Did he care for them at all? Or was he just looking for a fat, juicy PR victory?
He'd receive no such thing from Fukushu. He was prepared to come to an understand with Derry, had he accepted the deal. Fukushu would be allowed to kill his enemies, and then he would even go so far as to give Derry a mummers' victory over himself, so that he could paint the tabloids as he liked. There would have been some shame in it, there could be no doubt about that, but at least he'd escape with his life, and Derry with his city. He could stomach shame as long as he got his revenge.
But Derry would have him surrender without receiving anything in return. Did he really think that Fukushu would accept such an offer quietly? He'd rather die than so meekly give up. He could imagine those other fools gloating over his body, Celerous and Steel and the rest. The sound of their laughs played over and over in his head; a thousand times he heard them in the few seconds before responding. He would not let them have that joy. Let them choke on their joy; let Derry be King of the ashes.
"You'd really risk the lives of your citizens so callously? Even with back up your victory is far from guaranteed. I offer you tens of thousands of lives in exchange for just three; three you don't even know! You shouldn't sound so insulted; I'm the one who's insulted here, and don't give me that economy crap! I've lived near East City all my time on Earth. I know as well as anyone that the city is run by it's criminals; they're the ones who suffer here today. They siphon any bit of wealth away from the city."
Knowing that East City was really like made him question what sort of connection Derry could really have to the city. He knew a great little of the man; where he had come from and what his plans were. Paying such little attention to the politics of Earth had proven to be a mistake he may never get the chance to rectify. He could not even speak to what Derry's policy was, aside from the famous Accords; he knew all about those.
Derry put his sunglasses on before continuing, but they both knew where things were going from here. "Why try and treat with me in the first place if you'd only offer such ridiculous terms? What was that about talent? You'd have my talent go to waste being locked away in a cell somewhere? No cell you control would hold me; no guards would fight me without the most painful death awaiting them. I was prepared to work with you, but I'll never serve you."
That would seem to be the end of the negotiations. "I made you my offer, and I don't intend to make another. I will not remand myself into your custody; not while I still breath. You have me wounded alright, but I'm not finished yet. Kill me if you can, but know that I'll take out as much of the city was I can before I die!" With that Fukushu turned his head and fired off a weaker energy wave from his mouth, aimed at the nearest building to the two of them.

He could put everything he had into attacking Derry directly, but then he'd be left a sitting duck for Celerous and the rest. Until he knew the state of the other fighters he thought it best to be conservative with his attacks.
While the building to the side of them lay smoking and soon to crumble Fukushu made his move. He dashed towards Derry with what strength he had left, stopping just short of running into him. From there he'd duck down low, before bringing his arm up attempting to slam the King with an uppercut. Hopefully the strike would be enough to daze the man, which would give Fukushu time to dart away. If the president was so intent of finishing Fukushu then the Heran would make sure to find a more populated area to die in.
