Megis's short trip to Plant had come to an end, and now it was time to get back to work. As he had told the fox he had several ideas in mind of what to do next, and today was the day he started moving forward on them. After going to Plant, the next thing on his list was killing Derry... which was something they probably weren't capable of doing next. Even if they knew where he was, they probably didn't have the combined strength to get through him and his friends, so that one was on the backburner.
Instead of that Megis had decided to investigate the Pirate Caves a little more. He had been there only once before, and those Saiyans had been there too. He had ended up stealing one of their ships, but that wasn't enough to satisfy him. He wanted all of the pirates under his control, and now he and Xiaolan were going to come up with a plan to get that.
So as always he curled himself up into a ball and rolled off in the direction of the Pirate Caves. Once he got close he stopped and dropped his power level down to a much lower reading before taking out a phone and sending a text to the number Xiaolan had given him. "Xiaolan? Do you read me? This is Megis. It's time to go to the Pirate Caves. I'll be waiting for you there."
When Xiaolan received Megis' text, he was busy taking a leisurely sunbath near his home in the Papayan Jungle. The ensuing cellphone chime made his ears perk up. Then, the groggy fox stretched and yawned before getting off his hammock tied between two palm trees with an athletic kip up that resulted in a graceful landing on one toe. The kitsune rummaged in the pocket of his changpao, retrieving the culprit for his impromptu awakening. With the press of a button, the screen came to life.
"Who could this be..." Of course it ought to be Megis; no one else had Xiaolan's phone number in their possession. Still, the mental haze of his awakening made the deduction harder than what it should have been. Upon realizing who the sender was, Xiaolan's dazed countenance came to life. "MISTER MEGIS! FINALLY!" The fox promptly texted back the following: "Yo, Mister Megis, glad to see you're back on Earth!!! Coming ASAP after getting lunch." Of course, Xiaolan would get something to eat for his friend. He receded in the waterfall cave, cooking something up real quick, and surfaced from the cascading water with a blitzing soar.
In less time than it took to say "Papaya Island", Xiaolan arrived at the entrance of the Pirate Caves. The foxy assassin made his landing next to a familiar pink spot with a soft thud, waving to his friend while flourishing a plastic bag -undoubtedly the aforementioned lunch's container- held in his other hand. "Ayaaaaaaaaa, Mister Megis!" The fox did a mid-air chop as a friendly gesture to accompany his peculiar welcome. "How was the trip to Plant? Fought anyone worthy? Found any magical ways to enhance yourself?" Xiaolan tilted his head, noticing that the Majin's Power Level was way lower than usual. "Keeping it on the down-low, uh?" With a snap of his digits, the yokai used his inherent magical kitsune ability to tap into the likeliness of one of the souls he consumed before, one belonging to a bank clerk who got a hit on himself for disclosing the personal information of mob customers to rival organizations.
Xiaolan's figure was surrounded by wisps of green Ki before being entirely swallowed by a puff of matching smoke. Once it cleared out, Megis' friend was replaced by a stereotypical middle-aged salaryman: A unassuming-looking male with an olive complexion, a bit of a beer belly, and a bald spot on top of his well-groomed hair. "Ready whenever you are, Mister Megis. Oh, I almost forgot!" Xiaolan's high-pitched, upbeat voice was replaced by the raspy tone of a chain smoker. From the plastic bag, the fox produced a bento box that he popped open, revealing an assortment of fried sushi accompanied by a big kimchi salad and a few hard-boiled eggs marinated in soy sauce. "Welcome gift."

Xiaolan arrived quicker than Megis expected, but carried the same sort of energy he had come to know from the Fox. "Plant went fine, but now it's time to move on from that. As I mentioned it's time to start formulating a plan to take over the Pirate Caves." Although he didn't have a set date in mind, right now Megis was operating under the assumption that everything would take about a month to put into place. That should give them enough time to figure everything out.
"Although our powers are probably much greater than the Pirates we're not here to just wipe them out. We're here to conquer them, but I'll worry about winning their leadership. Today we want to worry about how to take over the caves while spilling as little blood as possible. Let's take note of things like number of sailors, ships, entrances and exits and so on. Also what weapon capabilities these guys have."
Megis wasn't used to recon of any kind. He usually liked to run in head first without any sort of prior thinking, but those old plans hadn't always worked very well either. In a lot of ways this was a lot like politics still, trying to think of how to get these men to follow him. The transformation undergone by Xiaolan reminded him of magic, which reminded him that he too should probably be in disguise considering how messy things got the last time he was here.
"Let me join in." Using his magic, Megis created several articles of clothing including some baggy pants, a leather jacket, a large cowboy hat and a pair of sunglasses. He quickly slipped them on before giving Xiaolan a back story. "We're merchants. We want to buy one of their ships. We'll ask them for a tour. Understand?"
Xiaolan was a bit upset by the lack of information Megis provided about his trip. Was it really that bad? It made the fox a bit sad that his friend's endeavors proved fruitless, or so he presumed. "Alrighty, then! Let us focus on taking over that Pirate cove." The Earthling didn't linger too much on his disappointment, preferring to be in a prime emotional state for the impending conquest.
Xiaolan listened closely to Megis' instructions, taking note of the nature of today's mission. No bloodshed, uh? Xiaolan preferred it that way; he wasn't one to relish in the arbitrary killing of individuals without good motives. For all intents and purposes, he and Megis were the interlopers today, but it was a necessary sacrifice to acquire that sweet pirate empire that made Xiaolan's brain thrum with excitement. "Got it! Imma use the notepad on my cellphone to take notes as we go along." Quite surprisingly, today's weapon of choice would be electronic devices and disguises instead of deadly martial arts. This felt wrong to Xiaolan, but he took the change in MO as a positive thing.
The fox still had his signature getup, even though the clothes automatically adjusted to his new body shape. "Dammit! Should have thought about bringing a disguise." The contrast between Megis' western outfit and Xiaolan's Crane Style paraphernalia was quite stark; wouldn't it be better if their costumes matched each other? Despite his faux pas, Xiaolan was determined to at least bring some form of contribution to Megis' plan. "Maybe you should also create a briefcase to lug around! It shows that we're serious and all; the pirates might think we're just snooping around if we don't AT LEAST suggest that we have some money or papers on us." This could also potentially stir their greed, but the fox wasn't against a good impromptu brawl.

Megis though on Xiaolan's suggestion for a few moments, ultimately going along with the creation of a briefcase though he did have his own reservations. "A briefcase should be fine, but remember where we are. We're looking to purchase from Pirates. Why? Obviously because Pirate ships are a lot cooler than regular ships, but also because we want to avoid things like taxes. So we're businessmen, but we're supposed to look a bit sketchy. See what I'm saying? We should act a little like we're trying to hide from something."
With Megis's power level down, and Xiaolan's suppressed entirely there was nothing else to do other than step forward. He was a little nervous about being recognized, but with his disguise he would probably be fine. "Alright then. Are you ready? Let's just play things cool and everything should go fine. If worse comes to worse... we can probably blast our way out, but the less damage we can do the better. I don't want to take over a sinking ship."
Stepping inside the cave, the vast network of vessels was on full display. From where he was standing it wasn't even possible to see all of them, but he saw enough. Clearly over a hundred in sight, and each one would have had a full crew to go along with them. His eyes grew literally as he could barely contain his excitement. "Soon... soon Megis..." It didn't take long until some of the crews caught wind of two strangers, leading to one of the captains approaching.
Duh, it was a given that pirate ships were WAY cooler than normal ships! Looking sketchy? Not a problem! This was going to be a piece of cake, right? Xiaolan was unsure; usually, his infiltration missions weren't ones in plain sight. Heck, Megis and himself didn't give each other code names, which was particularly important given the Majin's notoriety as a past presidential candidate.
Xiaolan signaled his preparedness with a silent nod before stepping into the cave alongside his partner in crime. The cove was simply... enormous! The transformed fox tried really hard to not gasp in awe before this cornucopia of pirate ships and keep it cool. For the most part, he succeeded in keeping his excitement at bay.
Just when he thought he could finally relax, one of the pirates -a captain of all things- sauntered forward to question the duo. Instinctively, Xiaolan stepped forward. Maybe he should have thought before doing that. Wasn't Megis the brain of the operation? Shit, he had to improvise something. The fox-turned-salaryman cracked his neck and displayed a poker face, trying to sell himself as a bodyguard. After all, Megis was the one carrying the briefcase and Xiaolan's strange outfit still hinted at a certain martial arts background. He cleared his throat to buy himself some more time to cook something up, then he spoke.
"We're here for what the cove has to offer: ships. Administrative nitty-gritty be damned; mister... Pinkerton" He gestured in Megis' direction. "is willing to pay the price for something that won't show up in registries. He is willing to negotiate, but he must first see if the merchandise corresponds to the needs of his business: Big, bold, and fast." Xiaolan internally sighed, hoping that his spontaneous explanation had a satisfying degree of verisimilitude to both his costumed friend and the inquisitive captain.

Upon the Captain's words Megis attempted to get a hold of himself, realizing just how important this whole event was. Xiaolan was the first to respond, going over the purpose of their trip though he used words a little too big for Megis's own liking. Most pirates didn't keep dictionaries on them, so Megis decided to dumb things up a little. "We need a boat. Big, fast, strong. Just like my friend Mr. Simmons said." Megis held up his briefcase, dangling it in front of the Captain's eyes.
"Got plenty of Zeni to offer up for you, as long as I can get what I want. But I'm no sucker. I won't accept any old rinky-dink ship that's about to be put out to pasture. I'll want to take a look at your whole stock, and then we shall come to a deal... if I can find something I like. So, are you interested or not? 'Cause I can take my business somewhere else if you like."
The Captain gave the two of them another look over, before spitting into the ocean and responding. "Fine. You's can have a look. But no inerferren' with the work, got it? We's got a busy day ahead." The Captain stepped aside, before pointing to a small cabin which lay at the end of the dock. "Speak to Capt' Charron up derrs. He's be the one to speak to about that sortta thing." Megis gave the captain a bow before stepping past him.
While walking, Megis leaned over to Xiaolan and spoke in a whisper. "How many do you count so far?"
Mr. Simmons? Oh, that was him! Xiaolan felt a bit giddy upon witnessing Megis' improvisation game. He covered his smirking lips with a fist while the costumed Majin and the boorish captains were conversing with each other. So far so good; their ruse proved enough to remain incognito and the mission was some good fun that the fox wasn't necessarily used to. Indeed, taking a life was always a dour -but often necessary- act. This? This felt nice.
"Captain Charron? Got it." The foxy assassin brought the long sleeves of his changpao together and bowed to the unnamed captain before catching up with Megis. Ships of all forms and sizes sprawled as far as the eyes could see, keeping the fox's curious eyes darting left and right in a perpetual cycle of observation. Megis asked Xiaolan for his observations. Damn! He almost forgot. "I... uh." The fox flared his nostrils and furrowed his brow, sharpening his Ki-detecting senses in conjunction with his keen eyesight to ascertain their surroundings.
After a brief scanning of the area, Xiaolan leaned toward Megis and kept his fake chain smoker voice to a low whisper. "If I am not mistaken, roughly a hundred ships, perhaps even more. While it does vary depending on the size of the vessel, a crew seems to consist of a dozen individuals." Xiaolan scratched the back of his head, trying to make some sense out of the umpteenth Ki signatures swarming him. Most were so faint that distinguishing them from each other took considerable efforts. "A little over a thousand sailors, maybe a few hundred staff members taking care of the docks? I didn't pick up any interesting energy level; except for what I presume to be a few captains who hover around the level of a Kaiju, most individuals here are a real joke." This was both a good and a bad new. While the overall weakness of the pirates would make the takeover easier, it would also mean that whatever was left after it would be mostly dead weight meant to only man Megis' vessels. "Most ships seem to be repurposed civilian ones. Military ones are a few and far between, but everything has been souped-up with ramshackled attachments in some ways." The fox noted, going a bit over what Megis asked of him, as per usual. Then, they arrived in front of Captain Charron's cabin. Xiaolan stopped in his tracks, then bowed at the ruffians guarding the entrance.
"My client, Mister Pinkerton, is here to discuss BIG business with Captain Charron. Ship business."

Xiaolan confirmed Megis's initial hunch; the network of Pirates proved to be even larger than he ever could have imagined. Hopefully they wouldn't lose too many of them in the takeover... though at least with this size it meant that they could afford to lose a few and still have the sort of numbers he was looking for. Taking on South City's fleet would be no easy task, but with this sort of force on his side then why not aim that high? He'd get his slice of Earth even without the presidency.
And as he expected, none of the sailors could put up much of a fight on their own. The two of them could probably take them on right now... But he didn't want to strike chaotically. If they devised a wise enough plan then they could potentially roll every faction up in one easy go, leaving them in a much better position later. Plus there was always the chance that a few here were suppressing their powers.
Once they got to Charron's office Megis ignored the few guards out front, stepping forward into the office itself. "Don't worry Simmons; we'll let our money do the talking." Megis slammed his briefcase down on the desk in front of him. Behind it stood a daunting figure with his back turned to him. It took a few moments before he shifted around, revealing a grizzled pirate veteran who looked as though he had sailed every sea ten times over. He didn't look very happy to have guests.
"Money?..." He fingered the briefcase. "What's I need this poultry piss for? We haul in a dozen barrels of gold worth more than this every day. How's about I take this here briefcase and let you leave with your heads?"
Megis had no concerns for courtesy and announcing his purpose, or at least it appeared as such with how he pushed past both Xiaolan and the two pirates guarding the entrance of captain Charron's office. Xiaolan scratched his head and sighed, offering the two mildly confused and agitated bodyguards a shrug before following his Majin friend in.
Megis slammed the briefcase on the desk, then waited for the captain to acknowledge their presence. The anticipation was killing Xiaolan; what if Megis' boorish attitude had the opposite of the intended effect? There was only one way for them to find out now as the man who was presumably captain Charron shifted his lofty chair around to give his two unexpected guests quite the disgruntled expression. Xiaolan could feel the sweat beading on his brow with his throat growing tighter with each and every single word spat out by the sailor grandmaster.
"No..." Xiaolan really didn't enjoy the way captain Charron talked to his friend. A very steep frown grew across the human face that the foxy hitman used as a guise. The distinctive and satisfying sound of knuckles being cracked made itself heard as the kitsune shifted the long sleeves of his changpao, separating them from each other's embrace to reveal a pair of white-furred clenched fists.
"Listen to me, jimbob." Even though Xiaolan used his normal voice, the rest of his disguise stayed up. He took a few steps toward the desk, hooking the briefcase's handle with his digits and carefully setting it down on the floor next to him. "While I understand that you're probably too busy drinking cheap grog from dirty mugs to care about small fries desireful of buying shitty rafts and rotten paddles in bulk." The kitsune placed one of these clawed hands of his on the middle of the desk, fingers splayed wide and palm resting on its wooden surface. "I assure you that whoever the fuck captain Charron is oughts to listen if he cares about his business thriving." Wiry veins with a neon green glow arced the surface of Xiaolan's hand as he applied pressure on the desk with a light flex of his arm, causing the timber beneath to buckle with a loud crack. Xiaolan withdrew his hand, baring a perfect palm-sized hole in the fissured-up surface of the now broken desk, then dusted himself off.
"If I understand, the cove has some business with the Triad, right? My client, Mister Pinkerton, just so happens to be a good friend of theirs." A quick call could take care of this little lie, making it a reality. Xiaolan cracked his neck, the navy blue eyes of his disguise turning to their normal saturated green. "It'd be real fucking shame if all of these smuggling deals were to be called off, right? Heck, if the Triad hear about one of their esteemed associates being disrespected by the leadership of a business, they might just send one of their assassins to get the insolent bastard out of the picture." Xiaolan sighed, his hands and eyes morphing back to the salaryman's colors, his countenance returning to its neutral state.
"I've been hired to kill people for much lesser offenses, captain Charron." Xiaolan's lips curled at the edges, revealing razor-sharp fangs.
"Do not tempt me; no one messes with my friends." It was the first time that Megis heard Xiaolan's tone reach such a deep, quasi-guttural depth.

Megis hadn't expected that. A sudden outburst from Xiaolan had him more nervous now than he had been before, unsure of how the grizzled pirate veteran might respond. Was what he said true? Did the pirates have some business with the Triads that Xiaolan knew about? He stood quiet; his eyes not leaving Captain Charron as he waited for the the response. At first there was nothing but a stare back, until finally he found a couple of words.
"I see." Charron abruptly stood up, before moving over to the left and opening up another door. Megis tried to peak inside, but Charron was covering up the entrance with his body. "You said you wanted to see the good stuff, did ya? The stuff out there is mostly for show; half those ships would probably sink if we actually tried to push them out to sea, but we've got an appearance to keep up. The real beauties are kept behind close doors; kept safe until we need them. Follow me."
Charron stepped forward until opening, gesturing for the two of them to follow. Megis jumped up first, rushing ahead and following closely behind the Captain. They walked inside of the cave wall for what felt like ten minutes until finally things opened up, revealing another cave system within. This one didn't appear to openly connect to the sea; you had to take the ships around into the system they had been in before, though something told him that they didn't rely on these ones very often.
From his eyes there must have been at least fifty ships in this smaller system, and true to word they looked to be in a much better condition than the ones they had seen before. "The finest of our fleet. You want to inspect all of them or what?" Megis turned to find Xiaolan. "What do you think, Simmons? Any one in particular strike you?"
For a moment, Xiaolan's body was tense under the yoke of stress. What if his tirade brought them the ire of Captain Charron? The fox could only imagine Megis furiously scolding him about how their undercover operation was thrown out of the window due to his lack of tact. Luckily for Xiaolan, such a situation never came to be with how the grizzled pirate stood up from his chair to open a door. Xiaolan's lips bent upward, satisfied with his gambit, and followed suit to be the last in the line of march.
It took a long while before the trio reached the end of the tunnel, so much so that Xiaolan started to wonder if all of this walking wasn't some sort of ploy to buy time for an ambush. You're never too careful when dealing with this breed of shameless thugs who'd go as far as to dispossess potential business partners. Xiaolan's concerns were finally laid to rest when a second storage area was bared to his eyes, a secondary dock containing state of the art ships kept in pristine condition.
Heck, there even was a partially-submerged nuclear submarine between two frigates! It immediately caught Xiaolan's attention. While it was extremely cool and could probably serve them well as a secret HQ, it wasn't necessarily ideal for their current goal of laying waste to the South City navy. On the other hand, it could probably come in handy for sabotaging missions. Mh, he was going to keep that one in mind for the future.
What else? A few warships of varying sizes and armament loadouts. Xiaolan struggled to determine which one was the best candidate for an inspection. When in doubt, go for your gut feeling. "This one looks nice! So does this one. However, the one that interests me the most is actually not a ship, but a military-grade submarine. Think about it, Mister Pinkerton: It is ideal for smuggling in some Hetap unnoticed and could also prove useful to lay low or covert operations!" Stealthy was definitely Xiaolan's way of doing things, so his choice made sense. With a graceful aerial somersault, Xiaolan jumped from the quay to the top of the submarine. He took the liberty of sauntering over to the access hatch and tapping his sole against the metallic surface, gesturing for both Charron and Megis to follow.
"I think that's where you enter and exit from, right?"

Immediately he could sense some tension on the face of Charron as his friend pointed out the submarine. Had he been hoping the two wouldn't notice it? For a moment he thought that the Captain might push back, but it never came. He backed down from any sort of mischief he was planning his head and point them in the right direction. "Yes, that's correct. Right over there is the entrance, though if you want to get in you'll be needing this."
Charron handed over a small device to Megis. "It's an electronic key. It'll disable the locking mechanism on the hatch." Charron moved past Megis, heading over to the latch himself before waiting for the Majin to follow. Megis hadn't even considered that a submarine could be useful, but the more he thought on it the more value he saw. Chances are the South City navy had many submarines of their own, and if they were going to go up against them then they would have to be able to match them in some way.
Megis tapped his electronic key onto the latch, which produced a loud clicking sound. A few seconds later and the hatch popped open, allowing Megis to jump in. Inside were many different interfaces which went over his head... a few engineers would probably be a big help, but right now he was more interested in the fire power it packed. "Smuggling Hetap in this thing would be quite easy... but you never know what sort of trouble you might run into. Tell me: what sort of weapons does this thing carry? How many missiles?"
If Xiaolan still had his foxy features, his red-tipped ears and tail would have assuredly come to life after hearing that clicking sound indicating that the latch was unlocked. Megis entered first, then Xiaolan almost dove head-first into the submarine, ignoring the ladder and using his levitating prowess to prevent a stupid accident. The many panels with colorful buttons that hummed to life fueled Xiaolan's excitable brain with fantasies of directing a surgical torpedo strike against the centerpiece of the enemy navy.
"Splendid! Splendid!" The peppy hitman exclaimed, zooming left and right across the many rooms that the submarine had to offer, taking good note of where the torpedoes were stored and how many of them they were. He did the same with the beds and everything else that was countable until nothing was left to be discovered.
When he was done with his solo tour, Xiaolan returned to the command and control center where Megis was questioning Captain Charron about the ship's firepower. Before the sailor was able to give his expertise, the shapeshifted yokai chirped in with the results of his second-long investigation. "Took a look-see around! While I am no specialist, a submarine mostly uses torpedoes and missiles, Mister Pinkerton. This one seems to have a few vertical launch systems for land-attack cruise missiles as well as traditional underwater delivery systems for torpedoes. The ammunition room only contained a dozen missiles or so, but the capacity should be around a hundred if my estimations are correct." Xiaolan shifted his gaze toward Charron, waiting for the captain to either confirm or deny his claim. The fox was confident in himself, a feeling mirrored by the cocky grin he displayed.
PL: 24,000 (Xiaolan is under the Anti Sense trait; his Ki signature is null and void!) UT used: Foxy Changeling Xiaolan perfected the ancient kitsune art of morphing his body. Provided he has absorbed their soul via his "Monstrous Kitsune Nature" utility technique, Xiaolan can assume someone else’s appearance. This doesn’t give him any of their mechanical effects, such as but not limited to techniques and traits. While unable to replicate their Ki signature, Xiaolan can perfectly mimic their voice due to reconfiguring his vocal cords in the process. Xiaolan also has a pool of "past hit NPCs" he can turn into - mostly petty Earthling criminals of no renown.

Before Charron could give Megis any sort of details, Xiaolan popped up. The fox had already gone over the weapon systems himself and provided him with a detailed account of what the submarine had to offer. Although he hadn't actually intended to walk away with any ship, as this was only supposed to be a scouting exercise, Megis found himself uncomfortable at the idea of giving this ship up. It sounded like it possessed everything he could have wanted it to.
"Yes, I'd say you friend has everything right. If you do go ahead and decide to purchase this ship and if you do end up using any of the weapons then you'll need to find your own supplier for the missiles. With your resources and... connections I can't imagine that would be very difficult for someone like yourself."
Megis took in everything the man had to say, thinking carefully over how he was going to act next; things were about to get a lot messier. "Thank you for the tour, Captain. I've decided that I'm going to take this one!" Without warning Megis drove his fist into the face of Charron, knocking the man off his feet and through the nearest door. "Xiaolan! You seem to understand this thing better than I do." He threw the electronic key over to him. "See if you can get this started!"
