The battle of Arcose's imperial crown had been a rather short affair. Raiya feared he may have had to stay off world for a number months, but this Arcosian-- Ticoga he was called, it would appear he was too much for the other claimants. Ticoga was the perhaps the candidate he knew the most about that, though that wasn't really saying much. He was loyal to one of the Arcosians named Brumal, working directly under him at first, until eventually surpassing him. He had risen a long way in the world of Arcosian politics.
And now Raiya was here, ready to offer his services. He couldn't say his motives were entirely selfless, nor were they nationalistic. Although Raiya had spent most of his life fighting in the name of Arcose in one manor or the other, his loyalty was to Verglas. He had risen him from the backwater he once called home, the name of which he would not even dare speak for how much it's taste soured his tongue. His people were weak and insignificant compared to what Verglas had reared him to be.
But now he was dead, and it was up to Raiya to find out the how and why. His first suspect was in fact Ticoga, but he eventually ruled him out for several reasons. The main was that Verglas was of the older generation; though powerful, he had been supplanted in both strength and political influence. He was hardly a rival for the throne any more. Despite that he was loyal to the Arcosian authority, whoever was on top, and from what he understood of Ticoga he greatly respected that sort of loyalty. Verglas could have made a useful ally for him.
Whoever it was, Raiya didn't have the ability to get to them himself. They were powerful, well funded and extremely difficult to track down. He needed resources, and Ticoga had them. If he could serve Arcose at the same time? An alliance seemed like a natural fit. So he waited, in the citadel where Verglas had taught him how to survive among the snakes, until the new emperor was ready to greet him.
