Desperate times call for desperate measures. His meeting with Vocado hadn't gone as smoothly as he had hoped, and Cato's loyalty was still only questionable. The only Saiyan he could really rely on was Lottus, and even then that was only due to his extreme hatred of the Destron produced by the Tuffles. He needed to get to work building some anti-Tuffle sentiment, and the easiest way to go about doing that was to blow something up.
He didn't have men who he could trust with this kind of task, and so he picked the next best thing: men who were expendable. He had a set of Tuffle brothers as mercs who didn't much give a damn about Saiyans, Tuffles or anything like that; they were in it for themselves, and that's how Fukushu got to them. The task itself was pretty simple: blow something up, let everyone know who did it, and then get the Hell out of there.
The part that Fukushu left out was that they wouldn't be coming out of this alive; he'd see to that. Too much at risk if they were captured and let loose what really happened there. He dressed them up in standard Tuffle battle gear, which he'd done himself today. He had get this one custom made in order to fit his size, and he completed it with a helmet which covered his face entirely. Underneath he wore three layers of clothing to hide his green skin. Alongside his scrambling device no one should know who he was as long as he didn't stick around for too long, and hopefully no one too powerful would be around to interfere.
Attacking the capital itself would be madness; far too much risk involved, and it would be completely unnecessary for his purposes. He wasn't actually trying to harm the Saiyans, nor was he trying to start a war right now; he only wanted a Tuffle threat to be on their minds. Tarbell Village, the same small town where Fukushu had recently met with Lottus seemed like a perfect fit. It didn't even need to be a big attack; just a small bar would be enough of a noise if executed correctly.
So when his men entered the bar on the outskirts of the town to find only half a dozen Saiyans inside it didn't really matter. They read out the speech he had written for them, detailing alleged injustices that the Tuffles had to live with, but they'd never get to the end. Fukushu, who was hidden outside of the building, would detonate the small explosive device he had brought along with him, destroying the tavern. He could have done it himself, but he didn't want to completely destroy their bodies; his Tuffle men needed to be discovered.
As a small crowd rushed to take sight of what had happened Fukushu would retrieve from his pocket an image he had created earlier; it showed the new Queen of the Saiyans Amara, with a Tuffle insignia placed over her face. He'd lay the image over the wreckage before turning to the crowd. "Plant belongs to the Tuffles!"
