The East City Accords [Open]

It had been a tense few days since she started helping out with the displaced civilians here at East City. Most of her time had been spent helping to construct new places for people to stay in using her crystallisation and glass manipulation abilities. Some of the locals who had worked in construction hadn't been entirely certain about the structural integrity of what were the equivalent of over-sized crystalline gazebos, until she had demonstrated the tensile strength by allowing them to try and drill into her constructs. A couple of broken drill bits later and they were convinced enough to let her create some scaffolding work for the reconstruction efforts.

The rest of her time had been spent recovering from the exhausting work, whilst still maintaining a little bit of energy to keep the curious little ones entertained. She had never considered using her Glacial State to act as a portable freezer before, but then again she hadn't been around organics that often. When the news reached the camps though that the President of Earth himself was here to make some sort of speech, Glainne knew she had to be in attendance. So, after making a snowman or ten of glacial ice for the children to play with, and help keep them out of too much trouble, she made her way over to where the speech was to be held. On foot.

Honestly it was quite exhausting doing all of this on foot, but given how the locals tended to react to anyone flying around it was a necessary sacrifice to make for their mental well-being, as well as her own. She soon spotted the flannel wearing man from a few days ago towards the front of the growing crowd, and made her way over to join him, smiling and nodding up at him before the President began to make his speech.

It was about as much as she had expected given the recent events, although the formation of these particular organisations was an interesting factor for the young crystalline woman. She had after all come to this world in order to try and help its people... Glainne hesitantly raised her hand as if she were in school, waiting to be acknowledged before she asked her own question. 

"Um... h-hello Mister President sir... Umm... I'm not from Earth, o-obviously," she chuckled nervously, gesturing to her crystalline form, "b-but umm... these organisations you mentioned... Are they open for non-Earthlings to try and lend a hand as w-well, or solely for local participation?" the crystalline woman asked, her cheeks turning a deep blue colour as she blushed and very quickly waved her hands in front of her. "N-Not that I'm suggesting that that's a bad thing or anything like that of course if it is the latter Mr President your Excellency sir..." Glainne said very quickly before trailing off at the last few words, her eyes finding whatever patterns she was making in the ground beneath her feet very interesting all of a sudden.

She really hoped that wasn't a rude question or statement to make or something that could get her in trouble with the handler people back in Central City... She was probably in enough bother as it was just by using her powers here in East City... The Accords weren't entirely clear on that front as far as she was ware...

The attack on East City is bound to have repercussions and of course, the president has something to say about it. Russ had to be there in attendance, he didn't dress fancy as most people did, a simple attire consisting of a grey hoodie, blue jeans, and gym shoes is all he needed. He took a seat in the back away from the others as he wasn't a conversationalist among big crowds, and slide both hands into his sweatshirt pockets. An unshackled energy signature came from Celerous in the corner of his eye and his eyes trained on him for a second, Russ is still mind-blown by the guy's overwhelming power and he is surprised it didn't scare anyone away to leave the premise.

How the hell did a farmer like him get so strong? What was in those vegetables? If they are the secret to his strength then all of the parents telling their kids vegetables will make them big and strong were right this whole time. The craziest thing here is the President being much stronger than Celerous, he thought he was just a face on a political desk job, which shows what you know about people. The cryokinetic Glianne is also present in the crowd but nothing of note he could discern from her attendance. Ignoring the occasional looks over his hair color and whispers of a rumor of his involvement in Battle Island, he watched the whole speech from start to finish. He didn't have any questions in particular for the president unlike the others, he is here to observe the chaos the city will unfold over these newly implemented restrictions, this will be a doozy.

Russ frowned at Derry in silence, he was never a fan of the Accords, people deserved to live their lives in privacy and freedom regardless of the intent to keep Earth safe. The Central City accords didn't persuade him to sign up, and nothing will change his mind here. So a Task Force is created to hunt us down and force us to register or we either face arrest or death, Wonderful...it's going to be harder to fight crime with all of these super cops on my tail dwelling in thought, his life just got ALOT more complicated.

When he thought the day couldn't get more insane, a ship arrived at the scene and an Arcosian descended from the aircraft like an alien from a movie and presented himself to Derry. He claimed to be a member of the Triumvirate of Arcose and its Emperor, in a show of good faith he present some documents and wants to sign up for registration to form an alliance with Earth. It didn't make sense, why would an emperor from another planet get involved in Earth's affairs? What is his endgame? The president's speech must be really important for it to attract off-worlders. Well, he came in with style I'll give him that he thought, he didn't know what to make of the newcomer.

"Thank you, sir."

Derry allayed any fears Celerous had about how long the process would take. The transfer of funds would allow him to start reaching out to acquire additional assistance, as well as purchase much needed resources. The Planetary Crisis Response Team might actually be able to iron itself out into something respectable, as opposed to a bunch of farmers in shoddy tents and stalls. Maybe they could even feed everyone.

Money really did run the world, he supposed. But in this moment, Celerous almost felt grateful about that.

A familiar voice spoke up from within the crowd: the glassy woman who had helped the PCRT, Glainne. He had an answer to her question, which was basically "yes, please come help, we need everyone we can get." But he kept his mouth shut in the meantime, as to not cut off the President. The pink haired man handled her query, direction the alien woman to him, but offering advice on how to fill his ranks. Which was an offer Celerous intended to take, considering he was pretty new to being in charge of staffing. Or even just having a staff.

"Come find me, after the speech has wrapped up," Celerous pushed his thoughts toward Glainne, gently just in case she wasn't used to telepathy, "we'll talk about how you can help."

Silently, he thanked Rhapsody and Nero for coaching him on the whole "speaking into other people's brains" thing. He really ought to get them a gift basket, or something.

Just as Celerous thought things were coming to a close, and he could go back to helping others, a massive ship burst through the crowds. His heart began to beat so fast that he thought he could feel it in his throat. Was this an invasion? East City barely survived Fukushu! Not even he and Derry together could hold off an army of aliens. Well, actually, maybe the President could. He didn't want to hedge bets on that, however.

As the ship floated in midair, and the boarding ramp deployed, Celerous took a cautious step in front of the crowd. If whoever was on that ship came out blasting, at least he'd be prepared to stop it. He might have worried about the President, but the man had fought Fukushu and won the day. President Ottick didn't need his protection.

A figure finally descended from the ship, an Arcosian that Celerous thought looked familiar, but he couldn't figure out why. He drew ever nearer to the Leader of the Free World, and despite the hybrid's insistence that the President could protect himself, Cel's eyes tracked the alien's every move.

And then he let out a quiet sigh of relief, as the Arcosian Emperor declared that he'd come in peace.

Celerous gives Derry a hearty thank you after assuring the young man that he will be receiving financial aid for his group very soon, and so the farmer goes to meet up with the volunteer. He'll have to check in and see her information at some point if and when it's available, but right now he's in the middle of a grand presentation for the rest of the people that are present here. He'll leave those two for now unless they any new concerns that they wish to bring to him, but clearly his attention has been grabbed by the new arrival.

He doesn't know whether to point out how interruptive Brumal is being with his little show, but considering how Derry is far too invested in getting on Arcose's good side, it wouldn't be so wise to point that out, even with the positive reception he's received from the other two emperors. At least Kamae's visit went well as Brumal spoke positively about the demon, and Derry replies to his inquiry, "Of course. If you wish to ask a question, feel free to raise your hand and I'll get to you when I'm able to. Now then, were there any other questions?"

There does appear to be one other question, a question coming from a blue-haired man, all spiked up. He questioned in a rather stern tone as to what happened to Fukushu after the whole incident in East City went down. The crowd begins to quiet down a bit as they too were rather curious as to the status of the man who laid waste to their city. He'd have to be a bit careful as to how he answers this considering how most people in the crowd would want someone like that heran dead, but despite that, he ended up letting the man go to give him a second chance, see if he could brighten up a bit.

"Ah yes, Fukushu. Thanks to the terrific efforts of the likes of Celerous and company, we had managed to stop him from causing too much damage to the city. He's taken quite a plethora of injuries, but for the sake of preventing any further destruction of the city or the rest of our planet, he has been banished from this world, never to return." Immediately after this, murmuring erupted amongst the crowd as they didn't completely know how to fully digest what happened to the man who came to kill them all.

Glainne didn't have hair in the same way that organics did. She didn't sweat, she didn't perspire, she didn't feel the cold... But she could almost swear that she felt a chill run down her spine as the the Arcosian Emperor took his place in the crowd, close by... If she could sweat, then she'd be sweating buckets as the expression goes.

But she had to remain calm... There was no way that the Arcosians would try to pull a move on Earth right here and now. At least not an overt one. For now though she had to consider how best she can be of help to Celerous and his upcoming task force... assuming he lets her join up and help of course. The crystalline woman listened to President Derry recount the events that transpired here in East City, and the fact that the one who had caused such devastation was still out there...

Glainne could hear the murmuring the crowd, as no doubt could everyone else. The potential of the Heran returning as a threat was quite viable, banished or not. No doubt the President was aware of this possibility, and that was the reason behind the increased funding being directed towards Celerous' own operation and task force... But such a thought had to be vocalised, so that some measure of hope and peace can be brought to the concerned masses here and now.

"Mister President..." began Glainne, swallowing her heart that was lodged in her throat and taking in a slow breath. "I may not be a native to Earth, but we are neighbours in this solar system. All we want is for there to be peace here on your home, just as we have found peace with ours... That is why I have come to this world, why I have come to our neighbours home." she explained, allowing her words to try and shift the crowds focus from the Heran's threat of returning to the idea of something as simple as neighbours.

"Whatever aid Earth has need of, I will do whatever I can to try and help... As I am sure more than a few here would as well if they could." Glainne said, gesturing to the crowd that was here to hear the Presidents speeches. "And if Fukushu does break his banishment and return..." she closed her eyes and in a flash the air around her became as cold as the poles of this world, her dress stretching out as ice and crystal formed more details on it.

Her eyes opened once more, and she gave a nod to the President. "Then I will do what I can to ensure my neighbours can sleep safe and sound at night. If you'll have me." she said, turning her gaze towards Celerous.

Glainne really hoped that that had been alright to say and even do at this speech function thing the President had been holding... It was a really good thing that she didn't need to eat or drink in the same way that organics did cus quite honestly she felt like if she could, she would be needing to throw up from the sheer tension and anxiety she had given herself right now!
