The space around Arcose, one would see as they near the planet, is surrounded by hundreds of stationary starships. Several fleets had been called to play blockade to the planet, turning away any ship that didn't have a very good reason to approach. Fortunately, none that had been turned away had been brazen enough to try to run the blockade.
The Empire's long range scanners picked up the approach of a vessel coming from the planet Earth, which was still a neutrally listed world. The Empire had no ties, such as trade or military treaties, but the call for mercenaries was sure to bring many kinds from many worlds. Down on the planet's surface, Ticoga exits his personal research chambers, having reviewed yet another backlog of reports from the spy network Azoth, Hibernal, and the Triumvirate had all built and improved upon as the years went on. Every planet in the galaxy worthy of note was watched with low power emitting drones, but mercenary opportunities were not why Ticoga had taken to the review.
Thanks to Prim's tireless hunting, along with the spy network he had inherited from the Triumvirate and other Arcosians of note, as well as the Underworld network of connections and spies that Mint had built over his two centuries of work, Ticoga was logging every location that Yangcong's organization was found to be operating from. They didn't have every location, but they had many locations. And between Prim and the Armored Squadron, the madman's organization would soon be ripped apart, and Yangcong himself would be found and executed as soon as possible. It was Ticoga's regret that he didn't just kill the bastard when he had him broken and weak beneath his heel.
But Ticoga had been too merciful. With the exception of Band, everyone he had shown tolerance and mercy to despite their actions against the Empire had gone on to harm many others. But when next Yangcong reared his ugly head, Ticoga would be sure to put a very wide hole between the Tuffle hybrid's eyes. But when he finds Maxsuz and Sen, they will find that his tolerance and mercy, after everything that has happened and they caused to happen, would be very much exhausted. And not just them - reports from the spy drones near Earth had shown the planet had been attacked by that damned Super Saiyan and a group of others. One of them, to Ticoga's chagrin, was described similarly to Sitri - the swordsman that slew Imperial citizens here on Arcose.
Every time he'd failed to put down a threat, they went on to slaughter or torture more beings elsewhere in the galaxy. Ticoga's mercy was spent. Ticoga moves to the throne room, expecting the ship arriving from Earth to either be a diplomat sent from President Chomei, or a mercenary looking for work. He settles in the gilded throne, and waits...
