"Atmospheric balancing is manageable. Typically, in order to terraform a planet with a dead surface you first have to stabilize the atmosphere and take control of the weather patterns." Ticoga tells Zuqetta. "When you otherwise have to deal with wind storms and electrical storms that have an average power of a category five hurricane, the process can be difficult. Often, nothing you attempt to plant or build will last longer than a few months at best if you do not control the weather."
Ticoga considers.
"As for knowledge on agriculture, we have thirty planets that are specifically molded for growing and raising foods for the various species, in addition to the foods produced by the other planets themselves." Ticoga says. "Agriculture is a careful balancing act - clear too much land for farming, and you could create a desert instead of fields. I imagine that your people haven't had the opportunity to really set into farming, given the barren state of the Vegeta Region. It is a simple matter to provide you with some dozen or so farmable crop seed types."
Ticoga smiles, and almost absently presses a button on his scouter.
"I had wondered when you would come to the subject of annexation. It was something I said to those two Saiyans while I was testing their tempers." he continues. "I will not lie - annexing Plant was one of the higher options on my list when it came to whether or not I would declare war. I knew full well the likelihood of rebellion; it is a normal part of annexation, in honesty. But with you planning to reign things in on Plant, and find a way to leave, I no longer have a need to put these things into consideration."
"I should explain, though, that joining the Empire does not mean what your people may think it means. Member planets are still self governed for the majority part." Ticoga says evenly. "Agriculture planets, military colonies - these are directly controlled by Arcose. But planets that hold their own civilizations are permitted to self govern. Conditionally, the benefit from Arcosian technological advancements, as Shivvz no doubt knows, and to benefit from it, they provide their own goods in the galactic market within our borders, pay a tax to use our protected trade routes, and some provide strong warriors to add to our military forces. The only time we have had to put our foot down was, of course, in the cases of rebellions. In the past, a rebellion spelled the end of a civilization's independence within the Empire. I hope to find an alternative eventually, but I haven't ruled long enough to have the answers to that problem yet."
Ticoga stops at a door, and it opens. A butler bows, and steps back, gesturing to the admittedly gaudily decorated room. Every single thing that had fabric on it was embroidered, even the table cloth. On the table is an expensive looking tea set, and several different kinds of cakes cut to palm sized bits. Ticoga enters the room, and gestures to Zuqetta and Shivvz.
"By all means, please sit. We've been on our feet for some time now." Ticoga says. The butler shuts the door, and waits quietly nearby. "And Zuqetta? I can tell that you are still tense. You can set aside the prim and proper behavior. I prefer to talk to people as they are in their own skin, rather than the makeup they wear."
