The Eis had been rather busy lately.
Though Terra felt the caution of Eis often bordered on paranoia, she knew the clan's history enough to understand. It was safer to be cautious, even if that meant letting opportunities pass them by. In this case, their adherence to rules undeniably paid off, as many less scrupulous actors from the Oasis were arrested for assorted crimes. Though the Eis had never been noble or moral as they worked as accountants and bankers for various others, they were careful not to ignore the laws as many others had. If anything, they had abused those laws as far as they could, bending them, but refusing to break them.

There had been lengthy negotiations with lower staff and more knowledgeable members of the Eis clan to hash out many details, leaving the Heran's visit today a formality. Much of the work had already been done, and Terra knew that. In the future, they could aid the Emperor in creating laws to encourage specific actions within the Empire. Ticoga had better things to do than to micromanage the minutia of how the Empire ran, especially with so much changing so quickly throughout the universe. Financial incentives and taxes were likely the best way to guide the Empire, with force only a last resort. While he would certainly have the final say on such changes, the Eis were well-equipped to recommend such changes.

Regardless, it was one of the reasons why she specifically had come, why she wished to meet with Ticoga personally. Were it only the first reason, a personal meeting was unnecessary; had she not requested this, this closing of negotiations could easily have been handled by various staff and her family. Likely not even in person. Still, this was important to her, and she had received the Eis's blessing to make the request. She could not be sure if Ticoga would accept, but she felt the need to try.
As she stepped forward through a set of doors, Terra saw the red Arcosian before her. It had been some time since she witnessed his battle against Mint, and it still felt a little odd to have witnessed such a change in her lifetime. However, that was in the past. It was best to look to the future.

A translucent pink haze hung around her being, a simple application of her ki to counter the cold climate despite her choice of dress. She carried an electronic device on her person, which itself carried an extensive list of changes. "I am here on behalf of the Eis clan. I trust you're aware, we have several recommended changes to help run the Empire more efficiently."
