Gandigan had wanted to make time for Nero, so speak to him directly about what was going to be coming. But if he intended to speak to each and every person individually then things were never going to get done in time. For the rest of the Outer Plait Gandigan planned on making one, big telepathic announcement, and he planned to do so out in the First Scar. It seemed a fitting place for it to happen, seeing as it was the place where Namekians of old settled their disputes.
The giant obsidian disc where sat in the center of the first scar was iconic in many ways, and that's where Gandigan wanted any potential challengers to meet him there. He expected to have challenges, as any King does. Others will want to fight him for the crown, which is why it was so important that Gandigan make sure his claim was heard far and wide.
It would have been easy to try and hoodwink the Mazoku in some way; the Clans were so divided that news didn't travel very quickly compared to how it did on the other side of Namek. But Gandigan wouldn't allow it to be said that potential challengers missed out on their opportunity because he hadn't told them about it. He wanted every potential title claimant to be present when he put on the crown, and to submit once he had proven himself worthy in the eyes of the elders.
So Gandigan flew out to the First Scar and took his place upon the great obsidian plate. He wondered what battles he may face there in the coming weeks, before reaching out to the minds of all the Mazoku (and anyone else) within the Outer Plait.
"Brothers: hear me now. The voice you hear within your head is that of Gandigan, the future King of the Mazoku. We have been without a true ruler for many many years now, but that time must come to an end. Some of you already know what I plan to do, but for others this will come as a shock. In two weeks time I will make a claim to the Mazoku throne, to crown myself as Daimaō. I send this message to all of you, so that when the time comes those powerful warriors who wish to challenge me shall have that chance."
Still using his telepathy, Gandigan sent out an image of the old castle ruins. "I'm sure most of you know where this is. In two weeks time this is where I shall make my claim to the throne. To the elders of the villages I ask you to come and meet me there. You will have the chance to access my worthiness and to bestow the crown upon my head. To those who wish to strike me down we shall take our fights to the First Scar and settle our quarrels in the old way. If you wish to meet me now that is where you'll find me."
