As Ticoga walks, he listens to Zerori without interrupting her. Once she finishes, and asks her questions, Ticoga offers an indifferent shrug at first.
"To begin with, I am not meant to be loved, or liked. I am not meant to be a person - I am an extension of the Triumvirate, as the Triumvirate is an extension of the Empire as a whole. Their duty is to lead - my duty is to act as a deterrent against chaos within the Empire, whether that means fear, or to kill those that threaten it." Ticoga replies evenly, his voice as calm as it would be in any normal conversation. "They may hate me. That is their prerogative. But they have no reason to fear me, unless they desire to do harm to the Triumvirate or to the Empire. My duty thus far has never led me to raise a hand to the common people - I have only risen my hand to the Nobility thus far."
Ticoga tilts his head to the side, appearing ponderous.
"I believe I have executed six Noble Clan leaders, and forty two Nobles of varying lesser titles. Each and every one of them acting in ways that would lead to the harm of others, particularly the harm of these folk who you claim see me with eyes of hatred and fear. If the price of keeping their lives intact is to simply be leered upon, then it is a price I am quite willing to accept." Ticoga reasons. "I protect them every time I kill those who wield their authority frivolously. I protect them every time I slaughter pirates. I protect them every time I bring a Noble Lord down by the Triumvirate's command. I don't need them to love me, or even care about me, I need them safe and alive. My life is self sacrifice, and I will never abandon my purpose, even if I don't agree with what I do."
Ticoga then seems to consider something.
"And no, I don't believe what I did now is against their will - Celsius will be executed shortly after his interrogation." Ticoga says with no hint of remorse. "Upon which, his authority will transfer to his child once they are old enough to accept the responsibility of their Clan. They will be tutored and taken care of by their other Clan members. As for why I didn't kill him in the estate..?"
Ticoga looks sideways at Zerori.
"You invaded my mind, and expressed your disagreement. You then directly undermined my authority, given to me by the Triumvirate, by saying he had been negligent. He was NOT negligent. That suggests laziness and disinterest." Ticoga continues. "Of these, Celsius cannot be accused of being. He was not negligent, he was complicit. Things were not happening under his nose, he was making them happen, and profiting from the addiction and eventual deaths of Imperial soldiers. You spoke without knowledge of the facts - that is why I asked you to listen. I brought you along so that you may witness what you yourself would be expected to do - what Empress Ise would one day command you to do."
Ticoga stops, and the two would find themselves beyond the city limits, and he turns to Zerori.
"It IS a cultural difference - you do not understand what pledging yourself to an Emperor or Empress entails. It is to surrender yourself to the will of another. Their word is your law." Ticoga says grimly. "What we want can never come into play. We serve."
