HATCHI HIJINX
| Cato's PL: 44,000 |
Cato stared for a moment as the crier stepped back to settle on a nearby bench, taking a sip from his bottle of water. She assumed he would wait several minutes and then repeat the whole thing, for new passers-by. She didn't know what to make of any of it, other than that it reaffirmed her belief: things were oddly normal around here.| Cato's PL: 44,000 |
There was something oddly normal about Hatchi City. As normal as this place could ever be accused of being, at least.
The streets were bustling with activity, but there was a sort of predictability about it all. The usual stores were full of shoppers, the usual streets were packed with foot traffic, and the few Tuffle security forces on patrol did so at a leisurely pace. This was a city that was enjoying peace, and while the shadow of renewed hostility loomed over it, things didn't seem as urgent as they did in Sadala. Maybe that was just Cato's impression, or maybe it was the calming influence of Chancellor Cheri. The android Curie had rather positive things to say about her, after all.
Ordinarily, that would have been a source of relief for Cato. It would have thrown doubt over the Heran's words, when they had already been put into question by the android. But in a way, it made things worse. The android had been correct: the taste for a renewed war just wasn't there in the general population, and the Tuffle military and security forces probably weren't involved in any widescale efforts for rearmament, though they likely had reason to shore up their defensive lines.
No, any activity that was really taking place would be underground. It would involve black market trades and secret pacts between Tuffle laboratories run by those very revanchist elements that Cato had warned the Queen about. That was if there was any activity at all. But as the saying went, where there's smoke, there's fire -- usually. At the least, Cato would do her best to verify whether there really was any smoke under the fire. If not, the flames of war were being fanned for nothing.
She paused, listening in to a crier on the corner of the main street. It was a quaint form of news for a species so advanced, but she supposed traditions ran deep. Even amongst an advanced people.

"A festival will be held this coming Sunday to celebrate the life of Dr. Ihsan, the inventor of the three-wheeled subterranean thermoscope! All upstanding citizens may attend. Attending aliens are requested to refrain from any violence or disturbances for the duration of the festival...
... The Centre for Berri Conservation has issued a reminder to avoid smoking or lighting campfires within Berri Forest, to protect the invaluable flora from the dangers of a dry season blaze...
... Any strange activity should be reported to your nearest security station. Recent reports indicate a moderate risk of encounter with wartime bio-androids. Remember, if they gurgle or bubble, keep a safe distance...
... This news bulletin was sponsored by Ananab Bread. True Tuffle bread, for true Tuffles..."
With nothing to be gained from wandering the streets, she finally turned towards her ultimate destination: a facility with a large sign that read HOME-GUARD ARMS & MANUFCATURING, with a posted on sign beneath that read CLOSED: NO ENTRY. The smart bet was that this place really was just closed down. But, she had been told from one cooperative Tuffle that it was a pioneer in developing pocket-sized Destron capsules designed for use by civilian soldiers, militia, and when the war really took a poor turn, potential home defense causes.
Without considering the consequences, she kicked in the front door with a thunderous crash.
"Anyone home in here?" she called, her voice echoing through a darkened hallway. The place was deserted, and ripe for investigation. Unfortunately, it also had an alarm system set up, which blared the minute she stepped through the threshold, ringing through the streets to alert just about every security guard, citizen, and passer-by of her break in. She glanced back and cussed.
"Should have waited for a warrant..."

TL;DR: Cato investigates a peaceful Hatchi and tries to break into an abandoned weapons facility as part of her investigation. This causes an uproar and an alarm, making her actions easily spotted.
