Namek. It probably wasn't the kind of planet where many mercenary types would be located, but on his grand galaxy tour looking for help he figured that it was worth a look. The last time he had been here he had found himself in a little scuffle with a Namekian named Volute, and though his power level may have not been the most impressive he did respect his fighting spirit. He hoped to run into Volute again, this time in an effort to recruit him to the cause, though he wouldn't be landing in the same spot this time.
He had actually done his research this time around, and made sure to study all the maps of Namek before landing. The planet was sparsely populated compared to Plant or Earth, but there was one settlement which stood out among the rest. The Namekians referred to it as the Dend Capital, and that was where Fukushu choose to land this time around. As far as he could tell the Namekian people didn't actually have a proper spaceport on the tier of the greater planets and thus the Heran landed a few hundred meters out from the capital.
Upon exiting his pod he made sure to secure it as best he could and then take off to the capital, making no effort to hid his power. He had a pretty good feeling that he would have been the most powerful figure on the planet and wanted every Namekian to know it. Upon entering the city grounds itself he felt a bit surprised to see just how advanced this part of the planet was in comparison to everything else he had seen, and at how many Namekians there really were.
It was an encouraging feeling, considering that he contemplated not coming at all. He couldn't see or sense Volute anywhere around here; it's possible that the shrine he had encountered previously was some sort of home to him, or maybe an offshoot clan. He pushed his way through the various small crowds of Namekians going about their business and found a nice, empty plot of land where he'd be able to set things up. He pulled a small capsule from his front pocket and opened it on the ground.
A large puff of smoke filled the air, and once the wind had scattered it away there was a stall in it's place. Upon the stall were many stacks of pamphlets which detailed service terms and various bits of ideology created by Fukushu. He did his best to avoid talking directly about his plans, as it was possible that in the future Namek may become on of his goals, and he wouldn't want the people of the planet to know that just yet; not until they had become more invested in his cause.
He had heard many rumors of the Namekian people; some said that they were mostly peaceful, while others made mention of a very old conflict within themselves that forged a warrior mind. He knew this cause was down to the Mazoku clan, who were said to be a fearsome people. He had considered making his way out into their territory, as they might have been more agreeable with him, but he didn't know of any central settlements of their people and decided that he was better off with the larger numbers.
