It has been about a week since the initial attack at the King's Castle, a week after Erebos attacked Derry, a week after he took the president's arm...
Though he was forced to be bedridden for the past several days due to the body fighting back against the reattachment of Derry's original arm, the president was still busy creating a new law, a law that should hopefully stop the chaos from continuing, or at the very least, slow it down to a crawl. Too long have extremely powerful individuals walked around practically unchecked here on Earth, and some of them have caused quite a bit of destruction on top of severely injuring many more, including the president himself. It was time to finally bring about a change to reign the strong in.
In the middle of one of the less populous streets, a moderately sized stage and podium stand, with Derry making his way over towards the microphone. Senzu beans have worked wonders on fixing his injuries, but his current heart condition was going to take a long time to fully heal. On the one hand, this law was made for Derry's benefit as it would allow him to better control those that could either bring him harm or ruin his criminal business. On the other hand, this acted as a protective measure for those that can't defend themselves, for those that get caught in the crossfire between two walking and talking nuclear bombs.
Derry reaches the podium and begins checking the mic while resting his scouter sunglasses on top of his forehead, a large crowd of people standing in front of the stage eagerly waiting for what Derry was planning to talk about. The crowd quiets down as Derry begins speaking, "Thank you all for coming here on such short notice. As you can see, I have made quite the recovery from my previous injuries, and I'm ready to assist Earth once more starting today." The crowd immediately erupts into applause as the relief that the president is doing well and is all set and ready to resume his work.
"First, I suppose I should announce that while I have been recovering from my injuries, I have been pondering on the creation of a new law, a law that acts as a way to help stop or slow down disasters here on Earth. After reports of a massive explosion over in Korin Forest, the moon being torn asunder, and, well, the most recent assassination attempt against myself, it was only a matter of time until this would be implemented. For too long have powerful individuals capable of wiping millions off of the face of the Earth been able to do what they desire with little reprucautions. It's time that this changes for good."
As the crowd erupts into applause once more, Derry pulls out a single folder containing a few documents inside, the folder being labeled, 'The Central City Accords.' "Aptly named the Central City Accords after the most recent incident here in our beautiful city, the law has now been enacted. For those individuals who possess a power level of one hundred or greater must now be registered as powerful fighters, including both natives of Earth and visitors. Their identities will be made public information, and must be required to meet with government officials to record their most recent power level readings once a week."
"In addition, these individuals are to report to officials when they are leaving their premises and tell them when they shall return, and must be given explicit permission before they may depart. This is to ensure that no individuals can cause mayhem in other parts of the world without government approval. Continuing on, any and all registered individuals are prohibited from performing any sorts of dangerous attacks unless given explicit permission by the government. This way, collateral damage can be greatly reduced from such scuffles by forcing them to break up the fight."
Derry pulls out a new page of the document before continuing, "Any individuals whose power level cannot be measured are to be automatically put into the registry, and those that attempt to hide using these lowered power levels from government officials are to be branded as criminals, and will be either arrested, or in the case of those that resist arrest, terminated. Any actions that are taken against these laws are to be treated as hostile actions, and the individuals involved are to be either arrested, or should they resist arrest, they will also face termination. These laws are being put in place so that the citizens of Earth can once again know what peace truly means, and ensure the safety of the masses."
"On a different note, those that have been reported to have been on good behavior will slowly have their own restrictions lowered. We will reward those who put the people before violence, who put the law before chaos. Hopefully with the continued cooperation of individuals who have proven themselves to be true guardians of Earth, we will all see peace return to our lives once more."
Derry puts the folder away as the crowd once again erupts into cheers from the good news, the president pulling out a second folder, this one containing pictures of several individuals of interest to him. "In addition, several individuals have been added to the government's most wanted list, and individuals who go against the Central City Accords will be added to the list in the future. These individuals include Major Blizzard, Virus, Liari, and Erebos. Other individuals that may be put on the most wanted list are still being investigated to identify who they are, and any information in regards to their descriptions and appearances will be made public."
Any and all information regarding any of these individuals is to be reported to local authorities immediately, an will be rewarded for doing so should the information for their whereabouts prove to be accurate. Along with that, any individual who has been working to assist those that are wanted are to be arrested themselves and, in extreme cases of resisting arrest, are to also be terminated. These individuals are not to be trusted, as many of them have either brought harm unto others or have destroyed property as a result of their reckless actions."
The crowd remains quiet before Derry pipes up once more, asking, "If there are any specifics that you would like to be addressed, please feel free to ask away. In fact, I encourage it since it is all for the safety of the citizens of Earth."
