BACKGROUND: Chellon is from a Space Faring race who had recorded information about hundreds of different planets all across the Universe with the singular goal of invading and conquering the planets in order to create a universe under their control. With the information they had gathered, the race, who called themselves the Noy, began to clone a generation of their species with the intent of conquering the different target planets in order to create footholds across the known Universe. Chellon is one of these biologically engineered Noy, created with traits taken from some of the strongest and smartest Noy in order to create a being able to copying, hiding, and outsmarting any possible opposition that might come his way. On top of that, as with the others in his generation, he was given basic Noy training and teachings on how to use their tech and how to use their brains to outsmart and take over their chosen planet and its inhabitants.
As such, Chellon was given Earth, and all information that the Noy had on Earth, from the people, to the technology, to the weather, atmosphere, and gravity, and he was modified to be able to handle whatever the planet could throw at him... from a thousand years ago. As the Noy aged rather slowly, and their tech worked rather slowly, all the information that the would-be invaders had was terribly outdated when presented to Chellon's generation. Even though Chellon would be outfitted with the latest Noy technology, from a space faring personal vehicle to a set of advanced protective gear and even some handy gadgets, he did not know what he would be getting into when he would arrive on Earth.
Even if he was a proud member of the Noy race, intent on conquering Earth and preparing it for the Noy to armada, he was still a cautious one who wanted to do his job diligently and professionally, even if the thought of being a conquer filled him with a bit of dread. Nothing was perfect, and the Noy was a shining beacon of that statement, for no matter how hard they biologically engineered a member of their race, no matter how much they modified a member of the race, personality was still something beyond their control.
Chellon was always able to handle any simulation they put him in, for the most part, fulfilling his role as the invader flawlessly, usually, and easily able to best their tests, as long as he didn't get overwhelmed. If things were beyond his control and starting to overwhelm him, well, Chellon tended to get a little clumsy and stressed out, even to the point of a stutter here and a bit spaced out. For the most part he was a model Noy ready to be sent out on a mission, a scientific mind with a serene presence though with a dry wit, as long as things stayed within his control.
Things did not stay within his control though, as when he was within a few hours of his destination, Earth, his ship began to malfunction and was struck by a piece of space debris, damaging it and sending him spiraling out of control somewhere onto Earth's surface, upon which almost all of his fancy tech was destroyed beyond repair and his ship functioning only as a small home. The only bit of tech that survived was his protective gear and the pack upon his back, and with no way to contact his people, report his mission, or even return home, Chellon is already finding himself a bit overwhelmed.

Base: 'Low Kaijin' (x4): A long forgotten ability of the Noy, once prevalent on their original home world, allows Chellon to draw upon the monster blood buried deep beneath the decades of technological advancements. In doing so, Chellon's body grows almost 3 times it's normal size and his features become monstrous in comparison to his normal form.

Though a combination of various tech pieces, and internal modifications, Chellon can achieve a manner of flight similar to how one would use Ki to fly. He also likes to just float an inch or two off the ground in most cases.

As if they grow from nothing, a pair of arms snake out from beneath his first pair of arms and are suited up in similar gear as his normal arms, matching his normal arms.
