The arrival of the Preliminary fights of the Tenkaichi Budokai was one of the busiest days Papaya Island had seen in a long time. The Announcer had been bouncing from fight to fight to commentate and referee- if today was so busy, what would the later fights be like? Only the fighters who advanced from today would be able to determine that. "Welcome to the preliminary fights of the twenty-fifth Budokai yet again, folks!" He greeted to the crowds and cameras, adjusting his sunglasses with a confident smile. "We've had plenty of thrilling fights today, and I'm certain this one will be no different. Yet again we have two warriors born and raised here on Earth fighting it out!" "We have our own Officer Lattei from Central City facing off against the young saiyan warrior all the way from West City, Tarch!" He called out, causing the crowd to cheer in excitement for the upcoming brawl, signaling the two to enter the ring. The Announcer cleared his throat, speaking to them as soon as they'd enter the ring. "I assume you looked over our rules already, but remember- no flying, no maiming, and you win by either ringing out or knocking out your opponent. Make it a fair and fun fight- begin when you're ready!"
The Elimination Rounds of the Tenkaichi Budokai begin! This fight will end on April 25th at the time of this thread's creation if someone hasn't lost by then!
Lattei was honestly racked with nerves, he had always struggled with a bit of stage fright. It had always put him and his brother apart, since he was a great public speaker and constantly making appearances for the reputation of the police department. With his name called and the cheers of excitement awaiting, he had to step up. It'd be a lot more embarrassing to run away anyway. Even worse was that he had put on such big talk when meeting Tarch prior that for him to run from anxiety here would be even more cowardly than running from a fight already was.
With a deep breath, he made his way out into the light and got into the ring. Lattei wasn't famous or anything, but with how much he zipped up and down Earth helping people, he had made a bit of a name for himself if only as the guy who could seemingly travel across the entirety of Earth just to do silly requests for anyone who asked. So, the people cheered, even if the police weren't exactly beloved figures. He waved to the crowds, wishing he was more like Mister Steel or someone so he could drink in the energy of the atmosphere. He'd never been this on edge for a fight before, but he'd never been in a proper tournament before either. He threw his jacket off, whipping it out of the ring, carried away by the wind. He had done it mostly to look cool, but also to show he was starting as serious as possible. He struck a fighting stance and took a deep breath to calm his nerves. He was ready whenever his opponent was. PL: 12,000 KP: 6/6 MP: 0/6
Tarch wasn’t nervous, at least not as much as he thought he would be. He had his friend watching, his family cheering him on, even Kon keeping an eye on him. No, if anything he was confused. The youth was more accustomed to quick shots of controlled chaos and robbery. Which was funny considering his opponent was an officer of the law. But this was a full-on main event filled to the brim with spectators and solid rules. That much he understood. Tarch never liked fighting those who couldn’t fight back. It would be the first time he actually had a match between two willing combatants. What he didn’t understand was how to act. Was he supposed to be dressed in some sort of martial arts clothes? Did he bow? Was it wrong to talk to his opponent before they began?
No more time for thought, time to fight. His name was called, and to his slight chagrin, he was noted as a saiyan rather than only half. They got young right though. He made his way onto the stage in a confused saunter before facing Lattei. This much he understood. They were going to fight, and the rules meant no severe injury.
“H-hey there!” he called over to the officer. “Good luck Mr. Lattei!” Lattei himself seemed to assume some sort of fighting stance, something Tarch knew nothing about. So he took his own. It was far from anything professional, but not entirely messy either. It was what felt natural to him, a loose pose that left him plenty of room to move freely. Was there anything else? Something he forgot to do before starting? The announcer did say to begin whenever he was ready. Tarch supposed all that was left was a pre match reassurance. "Don't forget. We said we're both going all out!"
With that, it began.
Tarch sprung toward Lattei as fast as he could. That was his specialty after all. Tarch was always the fastest person he knew. He didn’t have to worry about defending if he attacked quick enough right? The question was would his opponent be able to keep up? Given the immense power gap he had a feeling he could.

The detective had been so focused on the tournament as a competition that he'd forgotten to even address Tarch. He laughed awkwardly as the half-Saiyan started the conversation for him. Not letting up his stance, he gave a nod of acknowledgement to his opponent. "Show me your full power, Tarch! We're warriors, so let's act like it."
With that out of the way, Tarch came at him but it was.. sluggish. Lattei threw up one of his metal tonfas in the path of the blow, causing Tarch to hit raw steel allowing Lattei to counter with his free fist, striking the child with full force but purposefully not trying to launch him. The gap between their strength was a bit absurd, but Lattei had a feeling the half-Saiyan was holding out on him. If he had to smack him around to make him go all out, he would. Though it wasn't very enjoyable to smack around a runt like this, it made the cop feel sort of bad. "Nice try, but not nice enough. This isn't all you have, is it, Tarch? I'm not gonna hold back even a bit like we promised!"
To accentuate his point, he would infuse his weapons with Ki and prepare to strike Tarch with an actual full strength blow this time. He'd close the distance between them and aim to slam a torrent of blows into Tarch's abdomen, purposefully making sure to end with a blow to the side so Tarch wasn't blasted back out of the ring if his barrage landed. That wouldn't be a very fun fight! Lattei wanted to see the limits of his new friend, the limits of a Saiyan who has the potential of an Earthling.Light Offensive || Axle Rush used for 2,400 PL damage aimed at Tarch! Tarch’s attack was easily countered, causing him to stagger back. Oddly enough, it seemed as though his opponent thought there was more to the youth than what was on display. As far as Tarch knew though, there wasn’t.
“Afraid so Mr. Lattei,” Tarch laughed nervously. He would swear to the Kais above that it was true. He often wondered just what it was Aunt Tanga saw in him when she used his DNA to make Chromo. But there were a few people that knew better. It wasn’t that Tarch held back per se, at least not intentionally. He simply didn’t know how to access his full power. With his staunch refusal to hurt people during his little heists, the saiyan never learned how to control his energy.
But that didn’t mean he COULDN’T use it at all. When pushed to his limits, the boy slowly begins to show his real potential. Whenever Chromo was threatened though, it all comes out in an explosive and massive surge of power. With Chromo safely in the stands though, that was not going to happen. But maybe Lattei could succeed in bringing out that hidden power bit by bit. Already he was succeeding in pushing this hybrid to his limits.
“Don’t forget, I’m here to learn too!” Right now though, the speed demon was feeling incredibly out-classed. How was he supposed to dodge this attack? He could sense it coming a mile away and it was not going to be pretty if it landed. Was Tarch going to be KO’d in the very first minute? He had to do something. In his panic, Tarch ignited his fist in an icy blue flame. From the energy he could sense, he could tell that dodging was a dangerous idea. But maybe he could still use his speed to match blows. His punches were speedy to be sure but the clash still left him wincing in pain. To his surprise though, not as much as he expected. “W-woah. I-I’m still up!” he cheered despite already panting heavily.

Just as he had thought, Tarch COULD raise his power. It was only a slight amount but it was a sign. Was this the power of a Saiyan, someone whose power gradually grew as a battle waged on? It was interesting for sure and Lattei's hunch about the child's power were proving true as the fight progressed. He had really done a number on the poor little guy, but he wouldn't hold back.. he would hold true to his word even if it meant beating Tarch before they could savour the battle.
"Your power... it went up. There really is something within you, and I'm gonna help you pull it out in this fight. Let's do this!" Ever the civil servant, his objective in this round was no longer merely winning and advancing in the tournament but helping Tarch improve. Maybe it was arrogance, thinking he could beat the halfling no matter how quickly he gained power in this bout, but knowing the officer... it really was just a bleeding heart gesture.
Lattei wouldn't let up though, he would run at Tarch then use his speed to feint and appear to the side of the youth, attempting to grab his arm tightly so he could twist it and slam him right into the very arena they were trying to not fall out of. It was a bit of a rough move but it was a hell of a lot weaker than the barrages they clashed with, so he was sure Tarch could take this one a lot better. He hoped. "It... did?" Still shocked at his power, Tarch took a moment to truly understand what just happened. Somehow his power actually increased. Even he could feel it. What he didn’t know was why or how. He looked up at Lattei, his lips crossed between a confused gape and a hopeful smile. Soon the smile shifted into a broad-faced beaming grin. Tarch may not know why his power shot up. But he already achieved his own personal goal for the tournament. It was only the first round as well. But now he knew that there was more to his power than meets the eye. Win or lose, this was a personal victory.
“L-Let’s do it!” he cheered. The crowd seemed to be with him in his excitement. The previously worried gasps and whispers from people worried that a police officer was beating up a child turned into an energetic cheer. Of course, Lattei wasn’t going to make this any easier. He was fast, strong, and way more experienced. Tarch had to focus on his own strengths though.
Speed, and energy-sensing.
How did those help? For starters, he could sense where Lattei was coming from. Then all he had to do was use his own speed to counter-act it. But how? This would be so much easier if this was just some ordinary heist. It was then a thought had crossed his mind. Why not use those techniques? He didn’t have to only use his speed for thefts and pranks.
Tarch balled his hand into a fist, this time letting it spark and crackle with ki. He’d then let out a small but bright flash of ki in hopes of blinding his opponent. It was the perfect way to escape angry store owners, so maybe it could work here too. If so, he would be free to hit him with his next trick. An entire army, or at least a good dozen, of speedy afterimages, laughing and playfully taunting Lattei. If possible, he would take any chance to land short quick punches before rejoining his phantoms circling around him. In terms of raw power, these punches would probably just seem like mosquitoes but hopefully, it would all add up.

He had always expected to be on the less favourable side of the crowd's opinion ESPECIALLY when his first opponent was a child but it was good to see that things had smoothed over. And they would smooth over further when he was put on the defensive. Tarch caught Lattei before he could do anything with a flash of Ki. He'd never actually seen anyone try to use Ki like that and so wasn't used to being blinded. He stumbled and tried to stop all of his momentum only to feel swift and weak blows assail him from all around. He couldn't defend since the strikes came from all around and he couldn't rely on his other senses due to the variety of afterimages and noises. He wobbled unsteadily and as his vision regained, he smirked, seeing that Tarch wasn't going to let the officer walk all over him. He took a few breaths to recollect himself, not too strained by Tarch's blows but not unaffected either. It was the surprise of it that got to him the most.
"Not bad, not bad! You've got a few tricks. I wonder, how do you fair at range then?"
He would reposition himself, putting as much distance between him and Tarch as possible obviously without ringing himself out and started firing fast but weak blasts at him. They came swiftly, bombarding the entire ring. Following the initial pathetic volley, he would form a slightly bigger orb in his hand and rear it back before chucking it with full force at the younger competitor set to implode on impact. If Tarch's main thing was his speed, what would he do when he was forced to dodge a larger attack when he was in a limited space? He didn't want to ring out, obviously, but could he weave through the blasts?

For every strength Tarch had in his arsenal, Lattei was quick to physically show him a weakness. Tarch never actually launched a blast successfully. He only ever managed short-ranged bursts. Now here he was with an opponent sending out a small hailstorm. The smaller bullets of ki were easy to dodge at his current speed, the odd few only catching him in the arm or leg with only minor burns to show for it. It was the big one that followed he had no idea what to do. Were he in peak condition, Tarch could have easily just jumped into the air and avoided it. But after receiving a huge hit and taking several little ones, he was starting to get winded. Regardless he kept his elated smile plastered to his face.
Short-ranged blasts. It was worth a shot, right? Tarch found the safest spot he could among the smaller blasts and planted his feet. It was just like playing baseball right? His ki was the bat, and this huge thing was the ball. All he had to do was get his ‘bat’ ready, keep his eye on the ball, and… GO!
Unfortunately, baseballs were nowhere near as strong as ki blats. Tarch’s idea, though a good one, didn’t work at all this time. The child was thrown back, tumbling onto the stone area and hurtling toward the grass. At least this he could prevent. For an extra bit of showmanship, Tarch planted his tail onto the ground, allowing him to use both hands to launch himself back onto the stage. Hopefully, this didn’t count as flying. Not that he knew how to fly to begin with. Maybe he should be looking for a ring out? Physically the two were on completely different levels. All he needed was a good hit and bam! Right? It was his turn to go on the offensive. Another blue flaming punch, this time hoping to do some damage.

Tarch's efforts were always admirable and he seemed to be deeply enjoying the challenge that the Earthling was putting forward, which made for quite the exciting battle. The enjoyment was contagious, spreading to both Lattei and the crowds as they cheered and gasped as all sorts of twists and turns occurred. Tarch had a particularly close call that he overcame with the use of his tail, a nail biting moment for the invested audience.
Failing to weather Lattei's storm of Ki, Tarch was gradually being affected by the intensity of his opponent, the power gap was still quite large and the current strength of the young halfling was static. Clearly, the officer would have to put on some more pressure. Tarch was coming right for him with his own attack, a strong punch. The detective didn't really agree with the strategy, unsure what the intent of the blow was but his heart was actually in the right place, ringing the cop out was his one shot at winning this fight. It was a slim chance but a chance nonetheless. As long as his opponent tried his best, Lattei knew he might lose. Unsure if Tarch was able to withstand another blow, he had a dilemma before him. If he threw another of his stronger blows, would it force Tarch to raise his power again? Or would he merely knock the boy out? Maybe it'd be better to defend.. but if he stalled it out for too long, it'd be a bit of a boring match. He had to make a decision and fast or that blow would cleanly connect with him and push him back, setting up an advantage for his opponent and increasing his chances at landing a ring out.
Deciding it was best to push the Saiyan in the hopes of raising his limits, Lattei infused his weapons with Ki once more, ready to clash with his opponent. Ki-infused fist met Ki-infused tonfa and Lattei's strength was enough to completely cushion any of the blow whatsoever. And then with his other hand, he sent a further flurry of blows at the child.

Every push was another burst of power. Every burst of power another lesson for Tarch. He knew when this tournament was all over he would need to find himself a real teacher. Someone who could get him to consistently use his full power. For now, though, three out of five was nothing to sneeze at for a ten-year-old boy. All the while his bright beaming smile never left his face.
Lattei’s familiar attack from before reemerged threatening to knock the young contender out for good. However, this time it seemed to be moving slower than before. In fact, everything seemed to be moving at a snail’s pace now. Well, everything except for Tarch. As his power grew, so did his already incredible speed.
“You’re gonna have to be faster than that!” he laughed out playfully. With his body moving in a literal blur, Tarch was able to completely avoid the entire flurry of attacks. Of course, the hand that was caught by the initial blow stung like heck. Still, it was nowhere near enough to stop him from fighting.
As soon as Tarch found an opening, he would jump into the air, just high enough to send a kick heading straight for his opponent’s face. After this latest clash, Tarch was sure he couldn’t win with brute force. Even if his kick would be blocked, his hope was to slowly start to push Lattei toward the edge of the ring. The hybrid just hoped Lattei wouldn’t be mad at him if he did get a ring out. It was strategy though right? Besides, even him winning by ring out would take a lot of work and perhaps an equal amount of luck. More than a single kick could provide. To make matters more difficult, as Tarch's power rose, so did his power usage. If he wasn't careful he could wear himself out before anything else.

Unsure of how his flurry would be received, the officer's focused frown turned into a open-mouthed expression of surprise as the half Saiyan mocked the speed of his attacks and completely avoided them.
Again, Tarch's power rose. Lattei was pretty impressed, they had gone a lot further than he had expected. He felt a swelling pride in his chest as Tarch easily evaded his attack when just a while ago he had nearly been knocked clean out by it. Such rapid growth in such a small time frame should have terrified the officer but he was nearly as excited as Tarch about these breakthroughs. Because, it showed him that power isn't such a fickle thing. That if he truly tried himself, he too could get over the various obstacles in his path just like this kid. But this was no time to be inspired, the fight was a lot more serious than it was when it had started!
Lattei threw up the same defensive stance he always did, never one to dodge too much. Tarch came crashing into his guard and his feet slid along the stone as he was pushed back. The edge was getting ever closer and there was sweat on his brow now. That little troublemaker... he was genuinely getting close to ringing him out! He chuckled, amazed that the squirt had the gall to go for such a victory but considering the differences in power... this was about his only gambit for truly winning. So the officer had a lot of respect for the creativity, especially for a kid. "Crap... I'm being pushed back. I knew you were tough." He made sure his stance was firm and his balance was right and charged forward, hoping to gain back some ground and loose up some of the pressure of being backed against the edge. Should Tarch engage him, Lattei would attempt to barrel straight into him to knock him away but should Tarch dodge or avoid the steamrolling officer, he would be a lot safer from a ring-out. If either of those things went off without a hitch, the chance of victory for his opponent would crumble... so could they repel his attempt to break free of the situation somehow? PL: 12,000 KP: 6/6 MP: 6/6
Finally, something was going Tarch’s way in this uphill battle. All he needed now was one more big hit to finish things off. That being said, Lattei was not about to let this go easily. Having just gotten used to the more precise attacks, Tarch was not at all prepared for a straight-up charge. His fist ignited one more time, only to be instantly snuffed out by the bulldozing policeman. The boy was sent skidding back, allowing Lattei to regain some ground. With that in mind, Tarch had a feeling he would be unable to continue with his initial push. But then again, the head-on approach wasn’t his style, as made clear at the beginning of the round. Speed was. That and a tough stubbornness when push came to shove.
“We’re both going all out, right?” he shouted gleefully, his fist burning as bright as his smile, “even if I didn’t know what that was for me!” The sheer joy of finally getting to not only cut loose but also seeing that he had so much more power than he first thought fueled him into finally reaching the tip of the iceberg. Perish the thought, but he may even be able to keep up with Chromo. He was gonna get him, and get him good.
In a fierce burst of speed, Tarch bolted toward Lattei, ready to plant his fist into his stomach. Then, he stopped. Just short. He had a feeling that continuing to fight directly would only end in him being tackled again. He wasn’t fast enough to do what he had originally intended. At least not yet. But he would sure try and get close. Tarch would attempt to swivel around to the side, relying on his speed to fake his opponent out and land a hefty blow. There was just one major issue, one he was far too inexperienced for.
One, he wasn’t close enough to get the ring out he wanted nearly as easily as before, especially with his little side maneuver. Two. he was burning through energy like an oil-soaked fuse. He simply couldn’t keep this up and didn’t know to slow down. Regardless of how his attack faired, it would be clear that Tarch was wearing himself out. The heavy pants for air, the slight shake in his knees, all clear signs of a small child pushing himself pretty hard. But he didn’t care. Tarch was having fun. He was learning. Win or lose, this was going to be, and has already been great.

With a bit more freedom of movement and less fear, Lattei was feeling a lot better but he wasn't out of the gate yet. Tarch was cunning, more than you would expect from a little kid and considering his ever-rising strength, it was best to not underestimate him. He was seriously enjoying this battle, that was the nature of Saiyans... but in the bloodthirsty warriors it was a lot more terrifying, here it was just infectious. The cop was having a great time and he wanted to see how Tarch would continue to grow and evolve even after their match.
"Going all out, huh? I suppose I'll show you then... the power of someone who has sworn to protect everyone. This was a great fight and you really had me scared back there but... I gotta show you why you should look up to the police!"
It was time to use... THAT. It was a move created entirely in theory over the years, something that his brother had planted in his mind in the hope of giving him a trump card just like him. Yet he had practiced and practiced and never gotten to use it. His ultimate technique... if it was time to stop holding back... maybe he should finally use it for the first time. Perhaps it was overkill, but if anything, it was an honour. It proved Tarch was a worthy opponent. He would be the one to first witness that Lattei could keep up with his brother despite the huge gap between them. It was proof he had finally taken a step inside his shadow. His brother's presence was comforting and all encompassing but even more, it was towering and unshakeable. He could never surpass that wall, that barrier that was his brother's legacy. Today, he would make the first move.
Tarch was coming at him and with a pretty speedy feint at that. But Lattei didn't need to worry about the direction it came from. His power shot up as a fiery aura covered all of him. Tarch's fist landed squarely with all of its might, but Lattei didn't even react. It was swallowed in the inferno of Ki surrounding the officer. The ground shook, the stands quaked and Lattei's heart burned ever bright. His blood was boiling. He would attempt to uppercut Tarch with all of his might and should it connect, he would jump up after him and pummel him with hundreds of insanely powerful blows before finally punching him down into the arena. With that, he would throw up his hand and gather all of the excess Ki into one flaming orb.
"RISING... SUUUUUUUUUN!" With the technique finally christened, he kicked the blast with all of his momentum as he fell towards the arena after Tarch, the orb sure to explode intensely from the strike as it rocketed towards the child. He had finally did it, the technique... now all that was left was to see if it worked. Were Saiyans such monsters they could worm their way out of an insane coup de grace like that?
Well... Fei... I did it. I used your technique against a real, worthy opponent. I hope you're proud. Perhaps there was irony in Lattei going all out on a literal child but to him, he was a real fighter now. ‘I’m the fastest. Maybe the fastest in the universe. I’m faster than light!’ But all the speed in the world meant jack to the oncoming attack. Being pushed to his limits, the poor child had no other tricks up his sleeve. At least none that he knew how to tap into. Tarch didn’t even know it existed. That spark of fury that triggered in the heat of the moment to protect his brother. If he could access it freely now he would no doubt have won this battle from the get-go. But here he was, still smiling.
Of course, it didn’t help him look up to the police. They took his sister and often put a stop to his own crimes. But at least now he learned that not all of them were out to get him. This one was a protector and a teacher. Someone Tarch actually looked up to with respect.
Right now, he was caught off guard. He simply could not move fast enough after spending so much energy. Rising Sun hit its mark, sending the diminutive saiyan flopping around like a fish out of water. To say he was conscious was a falsehood. His eyes couldn’t focus, his mouth gaped open in a goofy grin, and a constant pained groan creaked from his throat. Tarch was definitely down for the count here. Only awake enough to let out one last congratulatory show of gratitude.
