BACKGROUND:
It had begun as a plan to ensure Earth's defense against all threats. From the brilliant, if slightly twisted, mind of Dr. Victor, the world government approved of what would be dubbed The Cipher Program.

Taking dead bodies and fitting them with advanced cybernetics, they were able to create skilled fighting machines in order to protect Earth. Twenty five of these Cipher units were developed, and everything seemed promising.

And then one day, it all came crashing down.

The Cipher units went made, going into a psychotic frenzy and attacking eachother in a brutal battle royale. By the end, only one unit was left standing. Cipher 24.

Much to the scientists' surprise, 24 had actually retained his sanity, unlike the others, which allowed him to survive the carnage. It was unsure why the others went mad, or why 24 remained sane, but now the government had another fear onitshands. What if 24 went insane, and started attacking innocent civilians? Thry decided to scrap the Cipher program, and shut down 24.

However, before they could do so, Cipher 24 escaped.

Now, the lone android is in hiding, wandering from place to place. He holds no ill will against the government, understanding why they're after him. He even considers himself an abomination. However, he's driven by an admittedly selfish desire to survive.

What lies ahead for the last Cipher? Only time will tell.

Attack, Light || Penance Nail
A simple, efficient attack. Cipher fires a thin, short beam of ki at his target with pinpoint accuracy.
   Power: 20%

Defensive, Medium || Exodus
With a sharp burst of speed, Cipher moves to avoid incoming attacks, almost making it seem like he vanishes briefly.
   Power: 90%

Attack, Medium || Longilus
Cipher forms what almost seems like a Spear of ki in his hand, before stabbing at the target. The attack is intended to hit vital areas, and to cause bleeding in the target.
   Power: 50%

Sparking Attack, Heavy || Cipher Eulogy
Cipher summons forth twenty four spears of pale green ki, which he launches at the target to impale them. Strong enough to crack barriers.
Power: 80%
KP Cost: 6 KP

Utility Technique || Ki Sense
   Cipher is equipped with sensors to detect life signs. Through these sensors he can detect how strong a person is.

Utility Technique || Flight
   Anti-gravity technology allows Cipher to fly.

Utility Technique || Energy Dampener
   Cipher has learned to control his energy output, and even hide his energy signatures from others.
