THE HERO ASSOCIATION |
Despite the official sounding name, The Hero Association is not a government-administered body or even a strict hierarchal group. It is, as the name implies, a loose association of Heroes and heroic individuals. It aims to be a uniting forum and base of operations for Earth's colorful array of defenders, providing a space to strategize and fraternize. Members are not expected to meet quotas or uphold any kind of standard ASIDE from acting the part of a Hero and keeping the well-being of Earth and its people a top priority.
The Association is a newborn group formed by Perceus Ottoy after the attack on Central City. With the ever-mounting threats of the universe and the VERY real possibility of Earth falling under a planet-busting attack, the young Ottoy believes that achieving unity and support among everyone willing to defend Earth is absolutely vital to protecting the planet.
The fledgling organization currently has no HQ yet, though Percy has promised to utilize his considerable fortune toward the swift development and protection of one once enough powerful guardians show interest in the project.
Q: Does the Association work with/answer to the government?
A: The Hero Association currently complies with the legality of vigilantism and use of high battle powers thanks to President Chomei not fully repealing the Accords until 'peace is established'. While not a government organization - and with Percy vehemently against it ever becoming one - he does intend for the Association to work alongside the President and respect Earth laws to a reasonable moral standard.
Q: What is expected of an Association member?
A: As an organization intended for the support and unity of heroic individuals, the only real requirement of members is to respond to calls of action in times of need. Major attacks on cities or the planet will be responded to in force by the Association, and failure to respond without proper excuse or cowardice will see a swift departure from membership. Members are not required to stop day to day criminal proceedings or to fight on behalf of planets outside of Earth, though both are encouraged in most circumstances.

Unlike adult members, however, Youth are NOT obligated nor expected to appear on the field during emergencies. They must actively provide consent and show a desire toward engaging in battle. That being said, any individual with a maturity-to-age of a human child twelve or younger will be explicitly forbidden from battle; the program is for teenagers up into their adulthood.
