She stands at about 5' 10", eclipsing her brother and matching many average Saiyan males. Celari is less battle-scarred than her twin on the surface, only suffering a faint rasp to her breathing when under stress as a remnant of light Destron poisoning. She wears her hair short and messy in a somewhat bob-like fashion, along with a tied-down ponytail. As with her brother (and most Saiyans), her hair and eyes are raven black, the latter often filled with brevity and openness that hides a deeper intensity.

Celari seeks to free herself from the burden of expectation - to live life as she sees fit. Unlike her brother, she admires and respects the late Vigarde but does not idolize or desire to be exactly like him. She is much more 'low brow,' fun-loving, casual, and personable than Cilas, though this attitude betrays a sharp wit on par with her twin. To that end, she agrees with most of his views, ideologies, and politics to the point where the two are essentially an inseparable force of Saiyans. Her naturally bigger, stronger, and more masculine growth was taken in stride, with Celari readily embracing these changes, much to Cilas's irritation and jealousy.
She developed an offshoot of her family's fighting style, focusing more on melee combat than the beams and waves of Vigarde and Cilas. She continues her service in the army alongside her brother, similary wary of the sudden surge of outside attention on Plant, and utterly detestful of how the lens of blame is being put on the Saiyan people for things Lottus is doing.
PERSONALITY: Celari is a simple girl. She maintains a cheery, playfully prideful disposition and tends to exaggerate her achievements and those around her. Unlike Cilas, who pendulum swings between aggressive and reserved, she maintains a happy middle ground with more leanings toward active. Her attitude is intense and very open, with Celari wearing her heart on her sleeve for the world to see, uncaring of potential judgment. She tries to cut her own path, preferring to stay true to her feelings and sense of self rather than try to emulate her famous and highly regarded late father, Vigarde. Celari holds a bit more deep-rooted contempt for the Tuffles than Cilas does due to her Destron-induced injuries and the generational war that was dragged out to an unsatisfying conclusion, but like her brother, she is willing to work with and help their fellow Plant residents.
Celari isn't easily rattled, and foes will find it exceedingly difficult to crack her cheery, peppy attitude with provocations or taunts. If anything, she finds the extremely arrogant and egotistical funny to be around, if only to witness when they inevitably fall short. She believes the concept of honor and justice has no place in war when war itself is a brutal, uncaring campaign of violence and trickery. Despite this, she confusingly dedicates herself to upholding the same standards she'd live by in peacetime, in an odd sort of personal pride in not stooping to the level of her enemies.
She shares her brother's animosity toward the recent Plant rulers and his opposition to influences that would subvert the Saiyas in their entirety, preferring moderate changes backed by mechanical improvements like infrastructure. Despite her more lax disposition, Celari still firmly believes in the Saiyan way of life. That they, as a warrior race with a rich history of combat, should uphold and maintain that history, vehemently throwing off the influence or yolk of anyone who would dare try to tame them. Her ideal ruler would be a quiet but powerful ruler in the same vein as her father - intelligent, cunning, strong, and politically savvy. The chain of ill-suited, power-hungry candidates who have claimed the throne recently all fell short and have led the Saiyans into a terrible ruin and disgrace that they now need to claw out of.
Celari holds a very deep-seated grudge against Destron and against the Tuffles by proxy for being the mastermind behind it. While not physically scarred like Cilas, she suffers from sharp pangs and breathing problems when especially exerted due to a small amount of the gas ravaging her lungs to the point a healing pod couldn't cure it. To that end she quietly agrees with Lottus' sentiment that Destron is a cowardly abomination that deserves to be purged, though Celari draws the line at wiping out a whole race to achieve that effect. The Tuffles had their uses in the Kingdom, guilty of Destron or not.

Celari's hair turns a brilliant light blonde and bristles sharply, her eyes turn blue, and a raging golden aura surrounds her.
200,000 - ULTRA SUPER SAIYAN [x22]: An alternative path to mastering Super Saiyan, Celari trains and refines it to output even MORE unstable power! Her body becomes visibly bulked and muscular, and the famed golden aura cascades off her in waves. Unlike its counterpart, this form CANNOT be maintained stress-free.
250,000 - GOLDEN OOZARU [x34]: An extremely stressful form that requires dedicated mastery of both Oozaru and Ultra Super Saiyan; it is the result of combining and stabilizing these two forms together.
