APPEARANCE: Often ascribed a more 'girlish' look, saying that to Cilas' face would earn you a kick in the teeth. He is lean and lithe, without much visible muscle, and on the shorter end of the spectrum compared to his peers at a modest 5' 6". Cilas' skin is pockmarked by a series of scars ranging from cuts to burns, including a particularly nasty Destron-induced scarred patch on his right hand. He wears his hair long, with a messy front sporting two long strands on either side of his head that stop at about elbow length and a much longer backside that trails halfway down his back. As with his sister (and most Saiyans), his hair and eyes are coal black, the latter etched with a fierce determination and hardness that belies his seemingly innocuous physique.
He wears a typical guardsman outfit: a blue bodysuit that covers his torso and ends at his knees and elbows, white battle armor with yellow markings, a matching battle helmet with a built-in scouter, and white stretchy gloves and boots. Cilas often carried a standard-issue arm blaster powered by his own energy or connected to his helmet interface. A clipped utility belt with capsule pouches, often containing spare batteries, emergency equipment, and other such necessities, was added on by Cilas himself after need in the field.
BACKGROUND: The story starts with Vigarde. The orphaned boy was born of and into nothing, dedicating his entire life to clawing his way up the slippery rungs of the Saiyan ladder. A low class at birth, thanks to his lack of family and mediocre battle power, the man would spend the rest of his life fighting against and defying stigmas and low expectations courtesy of the caste system. Despite this mistreatment and belittlement of his accomplishments, Vigarde was a fierce patriot who served well in the Saiya-Tuffle war and was eventually instrumental in leading King Taori's primary ground assault on Hatchi.
Before this dim spark of fame, he was a middling officer in the army, having found camaraderie and kinship with a Saiyan of noble blood, Kalamon. The two had a relationship that, according to some, transcended mere friendship, but regardless, Moonhowl was not meant to be more than a close comrade. He met Timera during his tenure as an officer, and at the time, the woman was of equal rank to him - a fellow low class and older sibling of Rapini who had clawed her way to prestige. Disdain turned to rivalry, turned to fake rivalry, and finally into open love, with Vigarde marrying her early on to secure heirs and a legacy.
He raised his children, Cilas and Celari, in a neo-traditional manner. They were granted immense freedoms and taught 'radical' ideas of cultural shifts whilst still being instilled with a strong sense of overall loyalty to their race and people. Vigarde spent as much time as he possibly could with the twins and Timera, seeking to ensure they led better and more fulfilling lives than he had. He was beloved by his family up until his death at the hands of Fukushu's soldiers during Lottus' first attack on Hatchi and tragically missed the rising of the Super Saiyan.

Cilas aspires to be the idealized image of his father and to carry his legacy, acting with intense and swift rationality. He had a very good upbringing by Saiyan standards, with both parents attentive and alive. He and his sister Celari retained dead-ringer looks for years into their development, and as they aged, Cilas' naturally feminine looks became a sore spot for him. He was just as strong as his sister but didn't look the part with his diminutive stature and lack of muscles, while Celari was naturally inclined toward building muscle and was as tall or taller as her male peers.
Cilas hated how he looked and how he was perceived for most of his life, and would've kept that bitter chip on his shoulder were it not for his father. The series of shaky monarchs, incompetent rule, and the frankly massive letdown of the Saiya-Tuffle war all served to jade him toward the planetary leaders. Between them, constant and massive foreign intervention (Azoth and his ilk, Earth warriors, and now threats of Namekian conquest), Cilas quickly became distrusting of outsiders, Saiyan or not. In his mind, all these powers were simply scared of the Saiyan's potential to reach great power, as Lottus had proved, and sought to subdue or exterminate his people for their own terrified benefit.
For now, Cilas continues his service in the army, harboring a desire to see a strong, nationalist leader emerge and for the Saiyans to TRULY finish what they started in the war by fully annexing the Tuffle territories.
PERSONALITY: Cilas is a messy contradiction. He is simultaneously extremely prideful yet self-deprecating, loud and brash yet reserved and well-spoken. It comes with the territory of immaturity, as the last dredges of it finally leave the fledgling Saiyan, and he tries to find his way in the world in the face of galactic threats and vitriol. He vigorously attempts to live up to the legacy and temperament of his late father as a strong, stoic, logical man who views things not through hate, spite, and revenge but through logic, reason, and practicality. To that end he holds no hatred for the Tuffle people, beliving them better suited to an official and permanent union within the Saiyan umbrella to better unite and safeguard plant - Saiyan strength and Tuffle technology make an excellent match.
Despite this, the boy is quick to anger for even the pettiest reasons, often resorting to physical violence against those who 'piss him off' or are otherwise annoying. Like his sister, he holds a poor opinion of the previous few monarchs. 'Wishy-washy,' unstable, unwilling to stand tall when the going got tough. Rosemary fled, Taori won the war but did nothing to seize the victory, and Amara wished to transform their species into a secondary galactic patrol. All of them gone within a year.
Cilas is a firm believer in hard work. His ideal ruler would be not only powerful enough to claim the throne but also hardy and mentally tough enough to endure the stress of leadership. Outsiders - those who have no connection to the culture, suffering, and kinship of Plant - are entirely unacceptable as rulers. Doubly so if they think they can or should try to 'fix' the culture entirely with foreign moral standards.
