When Sen awoke, Delta Sentinel steps away from the nearby wall, long tendrils detaching from the wall and retracting into the Android's head. Delta tilts its head at Sen's comment about Arcosian technology being on par with Tuffle ingenuity. According to Imperial records, it was the other way around - a surprise that Tuffle technology was approaching Imperial developments.
This was probably just the arrogance of both civilizations, believing their own technologies to be generally superior to that of other civilizations. Delta makes no comment on the difference in technologies, but does answer Sen's next questions.
"The rebels violated, or were associated with the violations, of numerous Imperial laws besides simply rebelling." Delta replies crisply. "Kidnapping, illegal use of tranquilizers, attempted murder of a non-Imperial citizen within Imperial Space, illegal possession of weapons in a civilian district, the list is extensive. Those charges alone are enough to justify execution. As for their rebellion - the Empire offers many ways to file and express grievances, so it is the responsibility of the people to address their grievances lawfully - rebellion is always to result in execution. Criminal activity of any kind is severely punished."
Delta stops five paces away from Sen.
"That said - you too were in possession of a weapon within Imperial Space, and within a civilian designation zone." Delta explains. "Though, you will not be brought up on charges, as you actively aided Imperial forces."
In regards to Delta's comments on Sen carrying a weapon the Tuffle could only laugh. "Perhaps you need to check your own security, sir, as I am carrying many more weapons than just the one. Each was smuggled in through your ports quite easily, and I say that with someone who has a lot of experience." Sen had infiltrated many a place during his time in the battlefield, often disguising himself as a Saiyan, sneaking into an enemy barracks then tearing it apart from the inside.
The Tuffle found himself quite impressed with what he had seen by the empire, despite the flaws in their security. Given the covert experience he possessed he didn't blame them for that. It wasn't often that he found himself praising another people, but the empire moved with a certain cold efficiency that Sen admired; it was something he hoped he could bring to the Tuffles one day. "Maybe the men manning your ports could do with a little training."
Sen wanted to sell himself, but he didn't want to give away every detail of his life either. Getting close to the empire could help his future plans, and if his supplies back on Plant proved to be worse than he thought he could use a little extra money. "I worked counter intelligence for my people for over a decade. Tracking and uncovering covert operatives like the ones you dealt with today was my bread and butter. Executions are good and all, but I say it's better to find the problem before it becomes a problem."

Delta wasn't quite certain of how to respond to the blatant admission of willfully breaking the Empire's laws as Sen did. Fortunately, the follow up statement made sense too.
"Yes - the port security will receive this report. Retraining and reprimand are duly in order." Delta replies evenly. "And while a valid sympathy, finding a problem before it becomes a problem can often lead a planet down an unnecessarily tyrannical path. The planets under Imperial Rule are permitted to govern themselves under supervision. It is the duty of the local government to resolve and prevent these issues. More often than not, a rebellion against the Empire is funded by the planetary government as a means to avert blame."
And that meant, now that a Rebellion in its infancy had been discovered, the local government would be very heavily pressured by the Empire as investigations into the matter would begin. In all likelihood, it already had started the moment Delta's report came in from that facility. If things proved the local government was involved, it would be completely reorganized, and new leaders hand selected. From there, the planet would see certain rights revoked, and sanctions levied on the planet for a minimum of two decades.
"Your expertise would be useful, if you should ever take an interest in serving the Empire." Delta tells Sen. "The Empire is always on the search for talent - whether those talents lay in military, science, engineering, or infrastructure. Perhaps you could look into inquiring at Arcose, if you should desire to."
Sen could understand the empire's opinion in regards to rebellions, though he still disagreed with it. Sen was very much in favor of intervening whenever there was even a possibility of a threat, regardless of how the locals would feel about it. Only then could you truly feel safe he thought, but he had already voiced his opinion and didn't want to cause any friction between the two. "I understand what you mean." Maybe if he got in touch with some higher ups he could go about changing some opinions.
What Delta said next was exactly the sort of answer that Sen was hoping to hear. Working with the empire would be able to provide some degree of protection for Sen as very few would dare threaten him while having them at his back, and it would give him some opportunities that he would otherwise lack. "I have experience within all of those fields; I'd be happy to give a hand to the empire when I can."
By now Sen had gotten back into most of his clothes and was about prepared to leave. Before he did so he wanted to leave Delta with one more passing message. "I believe that I will go to Arcose after I take care of some business. I'd like you to have this." Sen pulled from his pocket a small data drive which acted like a resume, detailing some of his skills and accomplishments, though it was heavily censored of course.
"If it were possible, do you mind passing this along to some of your superiors? I prefer to have a job waiting for me, and I think that once they see what's on here they'll be quite happy to bring me on." Sen passed over the data drive to Delta before approaching the exit. "Perhaps we'll work together again in the future."

Delta Sentinel accepted the object Sen offers. The built in scanners quickly check it over, identifying it quickly even as Sen explained what it was, as well as the contents therein. It looks back at Sen as the man speaks.
"Your experience will be well received by the Empire." Delta agrees. "Few hold experience in more than two or three fields. You may find yourself heading a training program if your skills impress the right people."
Delta's hand opens, and takes the device in, resealing over the device and concealing it.
"It will be as you request. This data will be taken to Arcose swiftly." at Sen's final remark, Delta places its fist over its chest in the Imperial salute. "Should we work together in the future, it will hopefully be with great success. For the Empire, and for Galactic Order."
With that, Delta watches Sen leave. The Tuffle would be escorted out of the medical wing of the barracks, and given a hovercraft ride back to the city where Sen had been kidnapped initially. Though, this time, if Sen should stick around to finish whatever tasks they had come here for, Sen would see that city security was now VERY visible.
Soldiers flew swiftly over the buildings, and no less than teams of three soldiers seemed to patrol every street. Even Kanassan soldiers, dressed in the Imperial garb, could be seen participating in the rounds. Delta, for his part, departs from Kanassa, heading for the site of their next objective: Earth.
The data Sen handed over was already on its way to Arcose - though none but its holder knew how.
