As a last-ditch effort, when he's below 80% of his opponent's PL, he can fizzle his opponent's techniques with his own, so long as they are within 60% of his attack. Additionally, Garon's techniques can fizzle Overwhelming techniques, though only if his technique is weaker.

Garon Mithil is a fucking loser.
Born and raised in East City to a single mother adjusting to life on Earth, Garon failed to find his niche for most of his life. His father, from what he knows of him, is/was something of a superstar in the galactic black market. His mother, from what he certainly knows of her, was unaware of this for the duration of their marriage. When his dad's cover was blown, he took everything they had and scurried off to some backwater corner of the universe, leaving Garon's mother heartbroken and close to broke. They managed to rebound, eventually, but not without an extreme amount of stress on his mom's end.
Frustrated with the hand he'd been dealt, Garon grew to be an incredibly irritable person. His short temper and sharp tongue made finding friends difficult, and keeping them nigh impossible. School was a particular struggle; his penchant for expletives and disdain for the "bullshit" of authority earned him a schools-wide notoriety. After scraping by through high school, Garon found himself directionless and thoughtlessly opted to take a "gap year" just to avoid any form of school or job for another year. This decision, as it turned out, would completely flip his life upside down.
It was moving day. Garon's mother had finally gotten the Zeni she needed to move to a nicer apartment. They assumed that with their current apartment as cramped as it was, it would be a sinch to pack what they had. Instead, they were met with a frantic afternoon as they scrambled to box everything, only to discover more miscellaneous junk hidden in the crevices. One such piece of junk, as Garon happened to find, was tucked away in a dusty, otherwise empty cardboard box. He picked up a blue, metallic artifact. Unsure of its origins, but deciding it looked cool, he decided to shove it in his pocket and keep moving boxes.
Late that same night, surrounded by pillars of cardboard boxes, Garon decided to fidget with the medal he found. He considered leaving it on his dresser, or maybe finding some string or chains to make a necklace out of it.
The last thing he expected was for it to light up like a machine and latch onto his arm.
As he would quickly discover over the coming days, the machine– called A Meta-Suit, as he'd later learn– granted him access to superhuman abilities, similar to the martial artists he'd seen on television. Though he never considered martial arts, he saw the Meta-Suit as an all-expenses paid trip to the hero's life. Fame, glory, money– the life he'd felt robbed of was suddenly in his reach, and then some. Not to mention that offsetting some of the villainy his dad put out in the world could help ease his mother's mind. Even with the doubts of being a "real hero" plaguing the back of his head, they weren't strong enough to stop him from trying.
For the past one-and-a-half months, Garon has been serving as a low-level hero throughout East City. Though he hasn't stopped any crimes a police officer couldn't technically handle, he's been consistent enough that a handful of citizens might possibly recognize him from his armor. Maybe.
Still a world away from the life of heroism he felt he was promised, Garon intends to keep aiming higher...
META-SUITS
The Meta-Suits are a series of biomechanical weapons designed to endow the user with strength on par with ki wielders. They take the form of colored artifacts, roughly the size of a wallet, which bear the resemblance of a mechanical face. Their origins are unknown; some have theories, others have claimed to be the inventor themself, but none have been able to reproduce the originals. As of now, only seven unique models have ever been historically documented, with Garon being the only active user. Their immense destructive potential and mechanical workmanship have made them highly sought-after items in the galactic black market. In the right hands, it could bring an already proficient ki-user to a new level of power at little to no cost.
Meta-Suits operate by physically binding themselves with a specific user. The binding process permanently connects the user with the Meta-Suit via their ki, making true separation impossible. Once bound, the user can "activate" the Meta-Suit at will, granting them a full-body suit of armor.
The Meta-Suit's armor serves as an interface between the user and ki. It "processes" energy on behalf of the user, granting them the strength, speed, and durability of a true martial artist. It also allows the user to make use of the typical offensive applications of ki, though the technique involved is both different and significantly easier to perform than its real counterpart. The Meta-Suit armor comes with a built-in Scouter which takes the form of several holographic screens, as well as rocket boosters which help stabilize the user as they get used to flight. While the armor bears the appearance of steel, in truth it is a solid manifestation of hyper-condensed energy. This allows the user to summon and dispel individual parts of the armor, and even change the schematics, although that can't be accomplished without an abundance of time, practice, and energy.
Despite effectively serving as a personal ki bank, the power of the user and the Meta-Suit are largely separate. Though the nature of ki as a linking medium entails that the user's emotions, intentions, and physical state have an effect on the power output of the Meta-Suit, they are largely incapable of tapping into its power without activating it.
One might assume that this separation makes it impossible for the Meta-Suit to increase in strength, but this is not the case. The Meta-Suit passively absorbs a fraction of ki from its surroundings, proportional to the individual Power Levels it detects from anything emitting energy. While this amount is negligible even for non-ki wielders, the Meta-Suit is capable of converting this residue into permanent strength over time. Garon's particular Meta-Suit, being the newest of the known models, has had neither the time nor battles to increase its power, making it substantially weaker than its predecessors.

The first ki-based technique Garon ever performed. Garon lobs a gray "sphere" of energy towards his opponent. Its misshapen and unstable form gives the impression of something closer to a liquid than a solid, but really it's just the byproduct of poor ki control.

Medium Defensive || Makemake Break
Garon focuses most of his energy into his shields, creating a glowing grid of blue hexagons in front of him, and swats an attack away the best he can.

- Shield – This technique will reduce any bleed-through from a failed defense by 30%, if Garon's PL is within 60% of the attack's remaining PL.
SPARKING Heavy Offensive || Mercury Blazar
Garon's strongest technique. By overcharging his Meta-Suit, he can reach beyond his maximum output in both offense and defense. This "Blazing" form is marked by his armor turning a fluorescent, glowing color– a byproduct of its physical form becoming unstable due to a ki overload– and plumes of smoke jetting from his body. Garon then unleashes a furious barrage of supercharged attacks. As of character creation, his record for holding the form is four seconds, but this can be extended with time to further overcharge, and even further with sheer willpower. The technique leaves him completely energyless.*
*Naturally, the length of the attack is simply flavor; it only ever lasts one post.

Variants:
- Preparation – Garon can charge this attack for up to two posts. Charging for one post adds +30% to this technque's power, while two posts adds another +30% atop (60% total). Garon fires the post after he finishes, but his KP and MP is consumed when he starts the charge. Garon cannot regain KP naturally while charging, but his passive MP regeneration continues normally as he charges. Garon cannot use any other techniques while charging unless he fires or cancels his charged attack.
- Back-Up Plan – When Garon uses this technique, he generates a 40% sustained Defensive Technique.
Utility Technique || Flight
Garon is capable of using his Meta-Suit to maneuver through the air. He uses a combination of rockets and ki to fly, though he relies on the former for quick bursts of movement when necessary.
Utility Technique || Disarm
While Garon is not transformed, his Power Level is comparable to that of a civilian. Furthermore, while transformed, he can adjust his strength in increments of percentage (ie. 20% power, 80% power, etc.)*
*This is an offshoot of the Ki Setting technique, just flavored to fit the character more.
