BACKGROUND: Dr. Satsuma was born in AGE 950, twenty years prior to the arrival of the first saiyans on Plant, in the city now known as Sadala Capital. In his youth, he attended the prestigious Raichi Academy of Sciences, attaining several doctorates in scientific fields before he was twenty. In the early years of the war, he used his keen mind to move up the military ranks, eventually finding himself in the Military's secretive Destron Development Team. Alongside some of the other hazardous creations deployed during the war, he was responsible for the advent of the DD Program, a series of destron-powered genetically bred cyborgs.
The first Destron Droids were succeeded by an advanced generation of purely artificial androids, without the capacity for advanced empathy or emotional processing, but kitted out with some of the most advanced weaponry tufflekind could fit into a humanoid form.
More important to him than all of his political and scientific achievements combined was his daughter Yukou. Born in AGE 981, she was as bright as any tuffle father could hope for. Despite his busy job, Satsuma tried his best to find time for his daughter in between creating his revolutionary inventions. As she grew up, she became concerned with the war waged between the saiyans and the tuffles, culminating in her tragic demise when she tried anti-war campaigning in Sadala Capital. Cruel as they were, the Saiyans delivered her corpse to the gates of Hatchi City as a grim warning not to try such things again.
Brilliant and desperate, Satsuma employed all of the technology he had developed in preparation for his future generations of Destron Droids and used it to resurrect his daughter in the form of the deadliest war machine he'd ever invented. Mortified by what he had done to her, she fled the planet. It was this that secured his deep and unrelenting desire to eradicate the saiyans entirely, rather than just to win the war.
In recent years, Satsuma has found himself leading the Tuffle Military Sciences Division. From his seat at the head of TMSD, he is taking advantage of the slow in the war effort to create new and volatile weapons in the hope that they can wipe out the Saiyan forces once and for all. The newest of these weapons is the final creation of the fourth generation, an advanced prototype known as 'Iyokan', designation DD-10V4. In part, he created her in memorial to his lost daughter, who he hasn't seen since she left Plant.

Satsuma has replaced his eyes with cybernetic replacements that function as scouters, able to measure energy and ki in multiple metrics and provide a wide variety of data.

Satsuma is able to hide his ki signature, lessening it and controlling its output through a series of strategically placed valves that restrict the flow of energy in his body.
