Disclaimer: This may be a bit biased because I have a character in the application section, but I think this logic would be good to extend throughout the site life.
TLDR: Staff targets areas of the site based on a utility order of priority.
The Utility Order of Priority with corresponding justifications:
1. Character Applications - Every character needs their applications processed prior to being able to play. 2. Gains (Threads to Grade -> Converter) Every playing character needs their threads graded and gains to be able to play competitively. 3. XP Shop - A secondary characteristic of Gains, not as important as raw PL in terms of competitiveness but still vital. 4. Tech Apps - A tertiary characteristic of Gains, not as vital to competitiveness as XP Shop items but also important. 5. Other list review items as needed.
Because a player needs to have their application approved before they can play, that would be first. Because they need their gains graded before they can compete effectively, that would be second. Because they would probably need items to compete, especially in an AT, that would be third. Because they might need new techniques, or would be helped by new techniques, that would be fourth.
I don't know how the current system works. Past systems worked on areas of responsibility, which works pretty well. This one is going pretty smooth, also. But I think a priority system might work more efficiently.
This proposed system would involve clearing list items in sequence. A staff member working, would go through 1 first, 2 second, 3 third, and so on.

Earlier on we were in a sort of 'all hands on deck' situation with the site opening but now we've mostly moved into each person having areas they focus on, for instance I tend to focus on TTG/Converter/XP Shop/Tracker. I'll sometimes hit Tech apps if I see some waiting while doing normal grading.
