BACKGROUND:
Forty Batches have been cast in Kaleido Moon, but so far only the thirty-eighth, Lenn's own, was Shaped for something other than combat or manual labor: administration, that most terrible wretched discipline. At time time of her Shaping, analogous to the birth and childhood of a meat person, Lords and Corporations competed for a newfound cluster of inhabitable worlds. Both sides required hypercompetent, amoral managers, true mercenaries for efficiency. Lenn was one of two hundred such Kaleidos cast, educated, haggled over, and sent away to test the market.
Lenn oversaw the colonization efforts of Rejin-2, reporting to one Viceroy Arktinen. The task was great and Lenn untested, she was not given many resources, or a team experienced or committed enough to keep pace with her passion for grand strategy. Before long she was raising islands from sandbanks, shuffling around ship-towns and whole communities, bringing more people than what was allowed by the sponsors of her world. But she yearned for grander projects.
A Vacation Resort is what Rejin-2 was supposed to be (to those mad few Arcosians actually capable of enjoying warmth) but Lenn argued that its richly-salted seas could be exploited for stabler and longer-lasting profits, even if at the expense of the world's natural beauty. Leaving the biomass in the forests, the lodes in the mountains, but especially the salt in the sea, all for the scenic pleasure of some few, would all be a terrible waste, was what she reported to the Viceroy during her fifth year of service.
The Viceroy threatened genocide, in the practiced way Lords of his station cultivate. Lenn, not yet accustomed to the theater, cowed for some time. She would not attempt to develop Rejin-2 until Arktinen was finally consumed (and killed) by court intrigue, granting ownership of Rejin-2 to a new Lord -- and Lenn was brought along as a bonus!
More mediocre Lords would come and go, rule Rejin-2 and neighboring systems for a time, eventually end up caught in some plot and killed. The position wasn't sought after as it was rumored to be a trap, eventually the (then) Emperor struggled to appoint anyone mildly loyal, and so the role defaulted to Lenn -- who had gathered seniority all throughout, along with the self-assuredness of those that survive colonial politics for whole decades.
More recently, a succession of dead, disappeared, and unorthodox Emperors have left Lenn wary of her position. A sufficiently powerful rogue warrior may try to kill her to lay claim of her Governship! Still, she has come to Arcose to discover what is happening, as her envoys keep vanishing without a trace. She suspects conspiracy, further-reaching than whose rear warms the throne, and all the more concerning because of it.
