Ticoga had not expected Brumal's defense to be so... unusual. Rather than Ki, the Arcosian had summoned some form of ethereal tails as black as the space between stars. He had defended against, and overcame Terium's blow, and used the same ability to pull himself through the tear in reality; vanishing from Ticoga's sight.
He had done so faster than Ticoga had been able to close the distance. Ticoga searches the field, and finally spots the Emperor moving away from him and Terium. It was going to be difficult to maneuver around Terium every time, but in this form, speed was not an issue. Timing was. Brumal was maintaining a tactical distance from the two - allowing him time to assess and react appropriately and with time enough to do so comfortably. And this was just Brumal in his restricted form. Had Brumal chosen to fight in his True Form, or even his Second Form, Ticoga severely doubts they would even scratch the Emperor if Brumal even allowed them to hit with their attacks.
It made Ticoga smile - the Triumvir's should be powerful in such a way, given the cutthroat nature of the Empire's internal politics. He needed to put some pressure on the Emperor, to prove that he would not be disappointed in the pair. Trusting that Terium could capitalize, Ticoga points his right index finger at Emperor Brumal.
There is a bright flash of crimson, and a thin beam the width of a finger shears through the air in a straight line at Brumal!
