So these new rules by Derry were not the best. He couldn't hold back his power level so he had to be on the data base. Not a big deal but now he was known so that was somewhat annoying. But more importantly it meant looking out for those who were gonna break those rules. That would clearly outline as clear trouble makers. So that was why he was in East City, he was looking for trouble. He had heard a rumor about a superpowered gang of humans were rising up in East City. They didn't have strength enough to impress him but they were dangerous to most people and they were breaking the law by not being reported on Derry little list.
Derry had been inactive to his knowledge at least on the public front. So someone had to pick up the slack. He joined the Dirty Snakes to be a crook but he was also a citizens of earth. It didn't hurt if he used his strength to take down some weaker people who were breaking the accords. But these guys were going to be hard to find. Even if he could sense, they were not so strong that they stood out right away. He was going to have to do a lot of extra work and look out for signs of trouble. So that was why he would walk around the town just seeming to head to get some food but he was actually spying out for any superpowered Ki users that maybe were not registered.
Education was never in short supply on this little trade hub of a world, and by education it was things that could teach Kamae. Though rarely did he run out of things to learn, things he WANTED to know where completely different. Searching high in the mountains to low in the oceans, Kamae had devoted himself wholly to his craft. Researching all there was to know about the soul, its connection to the body and the magics that kept them tied in. Not every species was the same, and not every soul tethered. So this was a long arduous path to learn about.
Today however, was not such a path as he slowly walked down the empty side walk of East city. In one hand, a book to which he read while he walked and in the other a glazed coffee treat. A super market cheap brand that tasted sweet enough, but still had that cheap taste you could feel. He hadn't thought about a proper meal... not that he needed one frankly. He was but a soul after all. Food was not something of a necessity but more of a pleasure to partake in. His yellow jacket standing out on the side walk as he walked to his destination.
True he had been missing from the snakes for some time, but now that Yggdrasil had fallen through... he had no one else to rely on. So he spent his days in seclusion, wasting away the hours. He had centuries to wait, years and years to waste doing whatever he pleased. So he did so, and with idle joy.
Saiba-Ban kept walking towards a place to go 'eat'. As he kept walking he really didn't sense anything odd. But he did see something odd. Some guy walking down the street gave off no power. Saiba-Ban would walk past the suit-wearing man (He not knowing it was Kamae). He would turn as the man walked past and turned to begin to follow the man. Saiba-Ban had pretty good ki senses, he had them for a long time. He knew when someone was not giving off a power that was not normal. Sure people had such small power that it was hard to even sense them but you could still sense them. It may have taken extra time and effort but they were not unseen. So why could he not sense this guy? Well, he was pretty sure this was using techniques to hide his power level. So he could be unseen and not have to be pulled into the government policies of tracking strong warriors. That was what he was assuming about this guy. So he was going to track him. See what he was doing and if maybe he was indeed someone trying to hide from the goverment. So for now he just stalked the man hoping the man would not notice he was being followed until Saiba-Ban decided to strike.

Kamae went about his business, reading his book while stopping at the street crossing signs. His idle reading interrupted occasionally as he had to hurry across the street, but soon his eyes returned to his book. His destination wasn't far after all, only taking him roughly ten minutes of walking. He wasn't oblivious to the power level following him, but he also didn't care. Its strength was currently nothing to worry about and he was confident that if he was interrupted, he would deal with it accordingly.
Ten minutes of walking later, Kamae was in the outskirts of the city. His footsteps taking him to a run down looking building just at the edge of town, broken machinery that belonged to a scrap yard littered the place. Kamae knocked on the door of the building, waited for a few moments until it was opened and a dog like man stood before him.
"Here to pick up my order."
Kamae stated, before pulling out a piece of paper that had been tucked into his book. The dog man simply taking it before rotating it around, as Kamae had handed it to him upside down. After a brief moment and some muttering, the guard stepped aside to let Kamae in. Inside was a bunch of men and women working to break down machines. Each of different size and quality. Some rusty, some more pristine. Kamae waited patiently with his coffee treat in his mouth, idly waiting for the person he wanted to meet to arrive.
He didn't know if he was still being followed, but it certainly wasn't a pleasant feeling. However, what he wanted was more important than dealing with a voyeur at this moment in time. Just as his thoughts were about to bring him to sense the power to see if he had been followed, a young man strolled confidently up to him. The man was roughly out of his teen years, but held in his arms a bundle wrapped in cloth. It was bulky, looking to be mechanical in nature to anyone simply looking at it. Kamae would simply take it from the boy's arms using the sankishin, the large ghost like body taking hold of the machinery with ease.
Naturally everyone began to stare as the ghost like armor surrounding Kamae had appeared, but the demon could care less. With his bundle gotten, Kamae pulled a bundle of syringes out of his pocket. The faintly glowing blue liquid in the clear glass made it clear this drug was nothing ordinary. He handed it to the young man he thanked Kamae before darting off towards the office on the side. With his business handled, Kamae turned back towards the door and began to head out.
Saiba-Ban kept following Kamae as he seemed to not just be going to get a bite to eat. He had arrived at the end of the city and seemed to be waiting for someone. Was this so some sort of drug transaction. That would explain why this guy was trying to hide his power. Saiba-Ban didn't try to follow him inside. After all, they were a lot of guys there and if this guy was trouble then he didn't want to start a fight there. He would hide behind a wall while he tried to pick up anything from Kamae but he had nothing. What was he going to do now? Guess he had no choice to just try to walk in. He would head over to the front to glance at the guy manning the station. "That guy that just entered he owes me a lot of cash. Tell me where he is going. I wanna talk to him as soon as possible?" Hopefully, this guy would not ask too many questions. He would try to pear inside but he could not see what was going on. So he just had to hope this guy would let him in so he could follow Kamae and figure out who he was and why he was trying to hide from the law.

Kamae was not sure what was going on, as he exited the building to hear the words of some green man. The door opening just in time for Kamae to smile down at the little guy who proclaimed he owed him money. The guard looked skeptical at first, hand on his gun as if to ask if something was wrong. Both of them would get in trouble if that were to happen and Kamae didn't want to be looking for another dealer. This was the moment that the demon chuckled before waving dismissively at the guard.
"Oh yea, my bad my bad man! I got it don't worry!"
The demon played it up, smiling disarmingly though of course the guard was still not pleased to have trouble brought to their door.
"Tch... take your problems somewhere else."
Was all the guard had to say as he crossed his arms, the meat axe of a man then moving to the side so Kamae could leave. The demon naturally gestured to the little saibaman to follow him with a "come here" motion. The yellow serpent eyes of Kamae watching with playful mischief at his little voyeur to follow. Neither of them wanted trouble, so if he could avoid it the better. Hopefully the saibaman followed a short distance away, at least out of earshot of the guard before Kamae spoke up again.
"My oh my... What could my little voyeur want with me hm?"
Kamae asked, only one eye open but clearly interested in what his little stalker had to say. He doubted it was truly about money, as he didn't owe money to anyone. Yet he was still allowing the spy to have his ball in the court, not wanting to simply assume the worst. Yet if it came to it, Kamae could defend himself easily.
He glanced as Kamae seemed to hear he was looking for him and didn't put up a fight. He seemed to be fine giving him his money. He would follow the man as he motioned for him to as they left the area. He was glad he didn't have to bust some heads in to try to figure out what Kamae was all about. When Kamae asked why he was wanted Saiba-Ban grunted.
"You must of head the accords stranger. Hiding your power level like that. I can sense ki so when I see a guy pass me without giving off any Ki I got suspect. I wanna make sure we are all following the law but considering you went to this shady place to do something I am gonna assume you not been following the law. Can I ask if you decided to sign up and if not then can you tell me why?" Saiba-Ban narrowed his eyes. He was hopefully this guy had actually signed up and just had some reason why he wanted to hide his power level from prying eyes. But he was also worried this guy would maybe decide to turn around and attack him. Saiba-Ban had followed him and lied about having beef with the guy. He may decide it best to just knock the Saibaman around. Hopefully this guy would decide not to do just a thing as that might result him getting in a lot of trouble then it was worth and Saiba-ban potentially taking a butt kicking.

Kamae kept his smile on his face despite the questions leveled at him, as he didn't believe the man was an enforcer of some kind. Perhaps he was, not that it would matter much in the grand scheme of things. The demon was not worried about being caught but rather that he was being followed. When asked if he was on the registry, the demon simply rubbed his chin in thought as he considered his answer. This saibamen was an alien, an outsider and Kamae knew a lot of officials on earth by now. He had rooted himself firmly in the seat of politics given he was about to run for presidency at one point and had been brain washing folks a long time now.
"No... I am not on the registry. But Whats more interesting is a saibaman inquiring about what I am doing."
Kamae asked, crouched down to be on the little man's height. A smile of confidence on his face as he did so, not threatened at all.
"You see... I'm willing to bet you aren't an enforcer but rather someone simply wanting to spy on someone. Unfortunately for you, I am not someone you want to spy on."
Kamae stated as he let his elbows rest on his thighs while he stayed in a squatted position.
"You don't seem like a native to this world mister Saibaman... So why do you care about the law?"
With that the demon fell silent once more, watching and waiting patiently for his little new plaything to answer. It only took a moment to look up this man's information if he gave the wrong answer as deeply embedded as Kamae was in the governmental system. He was sure to find any answers given to be amusing at the least.

The guy confirmed he was indeed not on the registry and the guy wanted to know why he was asking. This guy really just wanted to annoy him huh. "Call me a concerned citizen. I got to be on the systems. So everyone who strong got to be. I hate people when someone people have to follow the rules and others do not. Either we all follow them or we don't. And those who don't follow them need to be asked to follow them." Saiba-Ban was not gonna tell this guy why he actually cared that bring a lot of problems. So he would just go with that reasoning. He was sure that it would work well enough to fool this guy.
Kamae though was not gonna be that easy and claimed he was not someone that Saiba-Ban wanted to be spying on and asking more about why he cared about the law. "Well other then wanting everyone follow it if I got to follow it. Well the planet I came from in Plant had no real law. Well what I consider law. Strong rule and there is trouble with fights all the time. From what I heard the war had just ended it took that long for both sides to realize why fighting was just gonna end with a ton of dead people and no progress. That is what I assume anyway. Point is, law can lead to order. If people are outside that order they can just cause trouble and I am trying to live a peaceful life. So when your not on the list that can be a problem you see. So can I ask why your not on the list? Personally preface or what your business over there was the reason?"

Kamae kept his casual go to expression, calm and confident even as the little man tried to break it down to a science. Trying to logic his way through the process, unfortunately Kamae was not a fool. Even as the little man spoke, speaking of how he should be on the registry for the sake of peace, the demon rose a finger up and made a "tsk tsk tsk" noise at the end of the little man's words. Where there were lists, there were always those who followed them. If someone wanted to cause trouble a list wasn't going to stop them from doing that.
"Flawed Logic. A list don't 'stop' bad things from happening. It just makes it easier to identify the person causing trouble. I make trouble go away."
Kamae would hold out his hands before smoke blew up from his hands to emphasize his point.
"Every government has its lose ends here and there. People look the other way, some officials aren't on this list or that list. Some people work for the government and don't even exist. You're argument is valid, but its to... forward. You just want to know why I am here."
Kamae stated before gesturing with his thumb to the clothed metal piece he got from earlier.
"I needed equipment to make bad people disappear. Its my job... I do what I have to and I don't exist. You won't find a single record of me anywhere. Cuz I am good at it. Only a very few people even know I am real. Like the boogeyman!"
Kamae flashed his hands outwards, palms by his face as if in a "peekaboo" expression. But soon returned his arms to his knees where he kept them while he remained squatting at the green man's height.
"The registry is just an excuse to follow your little curiosity. Perhaps I'm the first to be able to hide my power from you... Perhaps you just wanted to be nosey. Whatever the case might be... it doesn't matter."
Kamae then waved dismissively as he spoke on the last part. If this Saibaman thought he could get Kamae on the registry, he was going to be sorely mistaken. Anyone the little green man talked to, Kamae could make them forget anyways. Not that the little guy knew that.
"So then... What happens next? Gonna... drag me in boss? Gonna be a good Samaritan and rustle up a fiend for the greater good?"
Kamae jested, clearly mocking the fact that he was untouchable in his mind. Whether that was the case was yet to be seen, regardless of the cause or reason. It was clear Kamae wasn't remotely feeling threatened and was reveling in the efforts of his new little friend.
"A list tell us who can cause trouble. So then we can stop that. Or other people can. I guess I am strong but I don't really like fighting people." But this guy claimed he was the one who made trouble go away. Guess this guy must of been pretty strong going on. He claimed that the goverment always had loose ends that needed to be taken care of. "So your saying that you work for the goverment. You just tell me that?" Yah seems this guy was either lying or was just thought Saiba-Ban knew more then he was letting on. But Saiba-Ban just gave Kamae as a side eye. "Ok if your some boogeyman that works for the goverment that is why your not on the list. That checks out if it is true." Yes, listing someone who you wanted to keep hidden from public view was not a good idea.
When Kamae noted that he believed he might be the first to hide his power as Saiba-Ban glanced. "No I've seen it before. But I suppose that colored me to have some curiosity about the situation. As for what I am gonna do. I ain't gonna do anything right now. Clearly your hiding a lot of strength. I am unsure if I can defeat you. But I can also report you to the goverment and see what happens. If your some secret agent then nothing will happen confirming your story. If something does happen then that sucks for you. So it not a question of what I am gonna do. It is a question of what your going to do."

Kamae listened to the saibaman make his case, and frankly... it was a very logical and thought out process. Indeed, a good course of action was to simply report, wait to see the results and discovery the outcome. Not unlike an experiment, and one Kamae respected the decision of. Why try to force something to work when you could just place a possible outcome and see the resulting reaction. The demon's expression changed then, one to a more relaxed one. This little guy had just earned Kamae's respect.
"That my good sir. Is a very respectable course of action. I have no need for violence if it isn't needed."
The demon placed a hand to his chin in thought before pondering about this little man.
"Tell me something little green man. You looking for work? Possibly a bit of body guard duty?"
Kamae was looking for help, but he didn't want to simply jump to conclusions. This individual was strong, strong enough to be of use to him if the guys... morals were a bit lacking. However, to assume this was completely idiotic. After all he was clearly trying to "do the right thing" or perhaps it was simply a pet peeve. Whatever the case was about the power registry, Kamae was not going to simply ignore that tiny detail.
Seems that they were not going to come to blows Kamae. Indeed he seemed to decide that because Saiba-Ban didn't wanna throw hands now that they would save any physically trouble. That was fine with him, he didn't want to start a fight. So it was good Kamae would just let this process go along. If he was a trouble maker then he'd be taken care of or Saiba-Ban could actually prepare to face the man in the future. Anyway, Kamae turned to wanting to offer him work, body guard duty. Saiba-Ban narrowed his eyes, he did want to make money. That was true but he could not exactly trust Kamae. Just moments ago, they were close to coming to blows. So to say he was suspect by this new offer would be an understatement. But he decided to bite to see what this guy wanted. Maybe he would learn more about these guys motives. "I am willing to hear out your offer. I hope it will be worth my time." He somewhat realized by accepting he was proving he was more then what he seemed. He said he was just some citizens but now he was willing to do bodyguard work. He would of facepalmed but that would look very bad. The allure of money was a bit much for the Saibaman to ignore.

Kamae was glad the man was open to deals, and he didn't miss the fact he was wiling to listen after seeing what Kamae's dealings. But he wasn't one to look the other way to good help when it was needed. He needed able bodies who were willing to assist him in his time of need and didn't have the moral compass to feel sorry for those he was going to harm. With that Kamae adjusted his tie before standing up straight and held out his arms in an invitation. However Kamae briefly reached out to his possible companion telepathically.
He didn't get much, but immediately the first things he grasped were the dirty snakes and their employment with Derry. The rest was just passing memories with nothing of important to note about it.
"Ahh... I see.."
Kamae stated as he crossed his arms, so they were apart of the dirty snakes as well. That made this much easier!
"It seems we both know a lucrative boss. The dirty snakes certainly get around when it comes to power. Though he failed to send me the memo. Thats fine."
Kamae would kneel down then before holding out his hand to shake the others.
"I also work for the dirty snakes. Sorry about the sudden mind read, it was... to see if you were up to some sneaky betrayal plans right at that moment. Names Kamae. Also sorry about the attitude. I usually act more... cordial to the members."
Kamae stated, his usual arrogance replaced with the friendly demeanor of someone greeting an ally. He genuinely liked working alongside the dirty snakes, they got things done, and didn't ask to many questions. Just how Kamae liked to do business.
"I'm willing to pay you for the troubles but the job will... well its going to be bloody work. Lots of people dying and all that. I can't tell you more than that however. I do pray you are willing to at least hear out a fellow member at least."
Kamae's hostile air melted under the new understanding of who he was dealing with. Even if the saibaman hated Kamae, the demon wasn't about to piss on the deal he had with Derry. After all, the boss man helped Kamae more than he could begin to explain to others. Test subjects, equipment and materials to advance his research to extraordinary levels. It was frankly thanks to Derry that the demon was about to get his body back.
Saiba-Ban felt something in his head and it bothered him. He was not sure what it was though, maybe he was just making things up. But then Kamae noted that they didn't have to worry about eachother, he seemed to have just read his mind to learn that both of them were Dirty Snakes. Saiba-Ban narrowed his eyes, he did not like having his mind read. It always hurt his head but at least this guy was subtle. That was what a criminal needed to be. The man also did apologize for doing it. Saiba-Ban just gave a shaky nod. "It is fine. I do not like people reading into my head nor being in my head. It hurts my brain so I'd appricate in the future to avoid that. But if we are truly allies in this it is nice to meet you Kamae. I am Saiba-Ban."
He was not gonna fully take Kamae word at value but taking that guess about who he was, it seemed to be more then just chance. So for now he was going to assume he was being honest but he was also gonna be careful and not show too much of his hand. Anyway, Kamae described the job as something that lead a lot of people dead and was going to be bloody work. He could not tell him more then that. "Fine I'll do this job of yours. But if your lying we may have a problem just fyi. Though I do think your telling the truth but I assume this business will help 'us'."
