What is the Namekian Federation you may be asking yourself? Everybody in the universe seems to want, or already have, their own form of empire; why not the Namekians? A peaceful people by nature; one brave Namekian seeks to change all that. The vast majority of the population currently enjoys a quiet life of farming and raising their young, but all of that is about to change. Who is this brilliant individual I hear you say? That would be Shakuhachi.
Shakuhachi was born of the mystical Dragon Clan, but quickly shook off the stereotype. During his visits to both Plant and Earth he truly began to realize just how far behind his people had fallen; it's time to fix that. The Namekian Federation seeks to bring Namek to the pinnacle of the universe; the jewel of the crown so to speak. How does Shakuhachi want to go about doing that? Primarily through conquest of other planets, but it's a bit more complicated than that.
The steps required for such a feat must come from both within and beyond. Shakuhachi is primarily concerned with the lack of power Namekians have within their own planet, and the first mission of the Federation seeks to change that. What is that first mission? Well, lets head to step one of the Namekian Federation for more information.
Conquest of Namek
The Namekians can not hope to rule others if they cannot even rule themselves, therefore the first mission in mind for the Federation is the conquest of the planet Namek itself. Now this isn't the same as a subjugation; The Namekians who willingly go along peacefully will enjoy full citizenship among the Federation. However those ignorant fools who wish to stay behind the growing technological demands of the universe may do so peacefully on another planet.
Why is this so important? Well, in the eyes of the commander in chief (yours truly) Namek allowing itself to fall behind the other warmongering planets will only open itself up to future annihilations. The Saiyans for all their faults have a lot of good things going for them. One example is their intimidation faction; few people would actually want to fight the combined wrath of the Saiyan people, and in many ways that is their best defense. Maintaining this peaceful exterior will only lead to Namek becoming a beacon to those who wish to exploit.
But lets not ramble on about ideology for too much longer. What exactly shall be done about Namek in the event of it's successful conquest? Well, the first port of call will be the elimination of the Guru position. It's nothing but a relic of the past, and in the eyes of Shakuhachi that role and all it stands for can only hold Namek back. Instead an enlightened monarch shall be immediately put in place; lead by those who know best.
What next? Well, we need to talk about those who aren't Namekian who wish to stay on Namek. After reading all that has been said thus far you may believe that this is a Namekian only initiative. Well, good news! It's not, at least not exactly; it's a bit complicated. Shakuhachi wishes for Namekians to be the new decision makers on the galaxy, but he knows that others will still have roles to play. Those specifically on Namek may remain on Namek, as long as they follow a few guidelines. These include classes in the Namekian language (the formal language of the Federation) as well as handing over certain plants of land which hold historical value to the Namekian people, among others.
The primarily objective of the Federation however is to bring Namek to the height of technological evolution. it's no secret that the Namekian planet is a bit of backwater compared to the rest of the galaxy; that needs to change. Immediate funding will be put into place to create institutes where science and engineering can flourish. A spaceport to rival that of the Saiyans will be a major act put forth by Shakuhachi; trade and imports will be very important going forward.
Further Expansion
The Federation can't exactly be a Federation with one planet, now can it? Once affairs on Namek have been settled, the next action will be to move onto other targets. For security reasons that can't be discussed with those of the uninitiated, however rest assured there will be others, many others.
The Role of Non-Namekians
Shakuhachi is looking to recruit non-Namekian members for the purpose of expansion. While it would be preferred for Namekians to rule over all planets, it is easy to see why this would be difficult to achieve. In individuals could prove themselves loyal then Shakuhachi would not be opposed to placing them in charge. The Federation does not wish to export Namekian culture to other worlds, rather it is happy leaving their culture untouched, as long as they swear fealty. Else the only other alternative is destruction.

No doubt the most important role among the organization; this is the guy who calls the shots. Technically speaking Shakuhachi is currently not leader of anything as he has yet to conquest a damned thing, but he's working on it! The powers of this role are absolute; what they say is law and those who go against that law will face dire consequences. His decisions will override all, with no exceptions. One thing from the Saiyans which Shakuhachi quite likes the idea of is the way they choose their leaders. If one among the organization does not like the direction it is going in they have a very clear option: challenge. If one challenges the position of leader and wins in a one on one dual then, by law, they will take over the position. Currently only open to Namekians.
Princeps

The right hand man (or woman) to the Sovereign. They will advise and take part in all decision making processes. They have the right to declare wars and lead battles, and will command all forces and make all decisions if the current Sovereign is absent for any reason. They may overrule any decision made by any member barring that which comes down from the Sovereign, with the exception of when the decision pertains to a region controlled by a Praetor, in which case the Consul acts as a tiebreak. For all intents and purposes by far the second most powerful member of the Federation.

The governors of the Federation; this is a term given to those who rule the planets outside of Namek. They will have near unilateral power within their planet, unless dictated otherwise by the Sovereign or the Princeps. Among their own territory they will hold authority equal to that of the Princeps, but always beneath the Sovereign as with every other situation. They may wish to put any of their own investment in their land as they see fit, as long as it does not go against any state mandated directive. They are as many Praetors available as there are planets within the Federation.
Tribune

These are junior members of the order; those who have not earned the above honors. They will be treated as members, and given the respect their title has earned them, however their decision making power will be limited. This title particularly pertains to war; they will lead armies for the Federation, and make be involved on the decision making processes, however that will be left to the Praetor, Princeps or Sovereign; depending on who is in charge.
Auxiliary

A role given to mercenaries and outsiders who wish to be apart of the order. Primarily expected to be a temporary title given to forces who are asked upon in times of need. Just as with Praetor and Tribune there can be as many auxiliaries forces in play as deemed necessary. These people will typically be military in nature, and will be deployed to any planet in which they are needed. There is no special benefits to this role; it mostly exists only to provide to temporary allies.
